Training management is an important link in human resources management and an important way to improve teachers’ ability.A reasonable and scientific training management for Shenyang public elementary school teachers is not only to meet the requirements of teachers’ personal career development planning,but also to improve the overall quality of the teacher team and enhance the core competitiveness of the school,so research on the training management of Shenyang public elementary school teachers is a top priority.This paper focuses on the training management of public elementary school teachers in Shenyang.Firstly,the background and purpose of the training management of public elementary school teachers in Shenyang is explained.Based on the analysis of relevant research results at home and abroad,the three core concepts of public elementary school,learning organization and training management are defined from the perspective of public human resources management,based on the theory of hierarchy of needs,learning organization theory and expectation theory.Based on the theoretical bases of needs hierarchy theory,learning organization theory,and expectation theory,we used literature research,questionnaire survey,and structural equation modeling to analyze the basic status of teacher training management in Shenyang public elementary schools,and then identified the factors that affect teacher training management in Shenyang public elementary schools,namely teacher training needs,teacher training management needs,training motivation,and training effectiveness,and all four factors have a significant positive impact on training management.Based on the results of this study,the main problems of teacher training management in Shenyang public elementary schools were identified and analyzed,and the countermeasures of "analyzing training needs in line with the overall school strategy,improving the incentive of talent training management,improving the training management process of learning organizations,and establishing a perfect evaluation of training effects" were proposed.
