With the constant improvement of the economic level,people’s physical training consciousness is more and more intense.The demand for sports service is higher and higher.The public sports service system isparticularly important.Public sportsservice system of organization and management is an important part of public sports service system.It is the important guarantee of public sports service system,thus improve the public sports service system of organization and management is imperative.This research mainly adopts questionnaire investigation,literature material method,interview method,field survey and data analysis.In order to make a further research and discussion about Xuzhou city public sports service system of organization and management.This research will discuss in seven aspects such as the sports facilities management,sports policies and regulations management,financial management,national physical fitness monitoring and management.Results:(1)Government agencies of sports organization and management mainly manage in several aspects.Such as the reasonable maintenance,site selection,acceptance of the site,and open idle space,improving the utilization rate of facilities..For sports facilities’ maintenance,at present which mainlyrely on social instructors and exercise of citizens,who find that damage of the facilities and reflect to the area style council,then the maintenance will be completed by the district style council application form to the sports bureau,sports bureau send specialized personnel responsible for maintenance inspection.(2)The government mainly from apply for examination and approval of the social sports instructors,training,work style,quality inspection and supervision work and related incentives from several aspects of social sports instructors,organization and management..Xuzhou city sports bureau and the sports department of each county area,organize a series of social sports instructor training activities every year,every year or every quarter to carry out the best of the instructor of social comparison,in view of the serious and responsible in the working process of the positive enterprising individuals and teams to commend.(3)Government agencies for the organization and management policies and regulations from the Xuzhou local legislation,policy and law enforcement supervision and feedback is discussed.Xuzhou city sports bureau in the two aspects of sports facilities and the government information disclosure combined with local characteristics to formulate the local legislation.For policy and law enforcement and supervision,sports related departments are strictly according to the provisions of the state to carry out,there is no need to set up specialized agencies to supervise.(4)The government for public organization and management of sports funds mainly from spending money,funds use regulation two aspects discussed.Spending: competitive sports expenditure proportion about 40%,education expenditure proportion about 26%,mass sports expenditure proportion about 28%.For the use of sports funds,sports bureau send specialized personnel to supervise.(5)The government mainly from sports information release,two aspects to analyze the supervision of the government information disclosure degree of sports organization and management of information.Mainly through television and radio,Internet,newspapers and books,lectures,training several ways such as release.For the supervision of the sports information publicity,government specially organized sports information leading group,is mainly responsible for the regulation of the public work and sports information feedback.(6)The government for the organization and management of public sports activities,sports activities mainly has two ways: one is by the sports bureau by way of the government to buy sports organization devolution to undertake sports association or other social organizations,and the second is the sports community fitness activities and related projects alone.(7)Xuzhou national physique monitoring work is under the leadership of Xuzhou city sports bureau,give priority to with Xuzhou national physique monitoring center counties of national physical fitness test site to assist,Xuzhou national physique monitoring center each year will test results in the form of national physique monitoring bulletin released in Xuzhou city sports bureau’s website.Conclusion:(1)Sports facilities maintenance system are imperfect,the low idle sports location facility utilization;(2)Social sports instructors,the aging trend,grade ratio imbalance,evaluation system is not perfect;(3)Local legislative less,lack of enforcement supervision system;(4)Capital source channel single,unreasonable proportion,rigorous capital supervision system;(5)Access to information channel is narrow,update not in time;(6)Single sports organization way(7)The national constitutional test results of general,lack of regulations;...
