To improve the level of the high school and primary school teacher across-the-board in our country, the government has issued a series of policies and regulations, so the teacher's continuing education has been developed. Especially after a phase of development, more and more attention is paid to the in-service training of the high school and primary school teacher. The traditional mode of teacher training has showed some limitations, by comparison, the teacher training using the means of web-based distance education has such different traits: independence, flexible and resource-shared, etc., which can supply a gap of the former. This mode of training is a kind of distance education based on the web, moreover, either the computer network technology or the distance education is up-to-date and developing most quickly today. Therefore, designing a more comprehensive and integrated system to realize the distance teacher training based on the web has very important practical meaning.There are seven parts in this thesis. The preface indicates the meaning of the research in this thesis. The first chapter is the second part, analyzing the actuality and the trend of the domestic and foreign teacher training, comparing the traditional and the web-based distance teacher training, and explaining some correlative concepts to prepare for the next part of dissertation. The second chapter is the third part, expounding the theoretic background of the distance teacher training based on the web, including the independent learning on the web, the collaborative learning on the web and e-Learning, which is also the theoretic foundation of the system design. The third chapter is the fourth part, the key part of the thesis. The system to design is oriented mostly to managing and backup service and referred to some correlative standards. Thus, the system includes two portions: the sub-system of training . management and the sub-system of learning backup service. The fourth chapter is the fifth part, pointing out some involved problems about realizing the system. The sixpart is an actual system case of the distance teacher training based on the web--thenetwork of the Shanghai teacher education. The last part is the epilogue, indicating some problems to be researched farther.
