The development of educational information has entered the digital age,and the development of various digital technologies is also in a state of constant change.With the development of the new generation of 5G mobile communication technology,the digital environment has become a new learning space,and the social requirements for people’s literacy in the digital era are increasingly high.Since the Cyberspace Administration of the CPC Central Committee issued the Action Plan to Improve Digital Literacy and Skills in 2021,Then Cyberspace Administration of the CPC Central Committee,Ministry of Education,Ministry of Industry and Information Technology,and Ministry of Human Resources and Social Security jointly issued the Key Points of Promoting Digital Literacy and Skills of the whole People in 2022.The Ministry of Education then formulated the Curriculum Standards of Information Technology for Compulsory Education(2022 version)and the national standards of education industry,Digital Literacy for Teachers.All departments have realized the importance of digital literacy to the development of students,the whole people and even the country,and started to pay attention to the direction and route of the cultivation of digital literacy,especially the cultivation of digital literacy in the subject education of high school students.UNESCO,EU and other organizations have a long history of studying digital literacy,and the content and framework they have formulated in terms of digital literacy are more in line with the basic situation of the improvement of citizens’ digital literacy.In particular,the European Union has updated the digital competency framework twice in recent years.The international research on digital literacy framework is relatively mature.By analyzing the research on "digital literacy" at home and abroad and referring to the relatively mature research system of digital literacy framework abroad,Based on the Global Framework of Digital Literacy(DLGF),the European Union Digital Literacy framework and the Netherlands Digital Literacy learning framework for primary and secondary school students,it is concluded that digital literacy should include "basic ICT literacy","digital information processing literacy","digital communication and collaboration literacy","digital content creation literacy","digital security literacy","digital problem solving element" "And" digital responsibility literacy "seven dimensions of literacy.Under the guidance of Bloom’s educational goal classification theory,constructivism learning theory and humanistic learning theory,this paper focuses on domestic and foreign research on learners’ digital literacy.By defining easily confused concepts related to literacy,this paper clarifies the connotation and development process of digital literacy,sorts out relevant documents at home and abroad,and explores the hot topics and future development trends of digital literacy at home and abroad.With the help of Citespace6.1.R3,SPSS26.0 and other software,the cluster analysis method is used to visualize the digital literacy literature at home and abroad.Based on this dimension,relevant questionnaires are designed to examine the actual situation of high school students in northern Shaanxi,central Shaanxi and Southern Shaanxi.This paper investigates the current development status of high school students’ digital literacy in Shaanxi Province,analyzes the factors affecting the level of high school students’ digital literacy from three aspects: government and education authorities,schools and teachers,families and students themselves,and puts forward relevant suggestions and strategies for the development of high school students’ digital literacy.
