| Digital literacy has gradually become a core literacy for citizens in a digital society,a basic competency for survival in a digital society,and digital literacy for all is increasingly becoming a key indicator of international competitiveness and soft power.The Digital Strategy for Schools,which published in 2015,was the starting point for Ireland’s national strategy for the digitization of education.In the nearly decade that followed,Ireland has continued to drive progress in digital literacy development in primary and post-primary schools by adjusting and updating policies in a continuous monitoring and evaluation process.This paper will take Ireland’s Digital Strategy for Schools and other representative digital literacy policies as the research objects,and use comparative research,literature research and historical research methods to analyze the background,evolution and main contents of the enactment of Ireland’s digital literacy policies in primary and post-primary schools,and on this basis,explore the effectiveness of the implementation of Ireland’s policies and the challenges encountered in reality,so as to provide some reference for the development of digital literacy of primary and post-primary school students in China.Led by the EU,Ireland has been ranked as one of the most digitally advanced countries today.However,while the school system was facing unprecedented challenges due to the impact of the Newcastle Pneumonia epidemic,the development of digital education was forced to accelerate at a rapid pace due to unpredictable external factors,revealing many shortcomings in digital learning and highlighting the importance of developing digital literacy.In addition,the cultivation of digital literacy is also an inevitable path and a necessary choice to meet the needs of the industry in the digital era,Ireland has chosen to enact a series of relevant policies to guide and promote the digitization process of education,focusing on and emphasizing the cultivation of digital literacy.Ireland’s digital literacy policy has now entered a optimize development stage.In order to develop students into confident and competent digital learners,Ireland’s digital literacy policy places great emphasis on guiding the appropriate and effective use of digital technology in education,improving students’ basic digital skills and higher-order digital literacy,professional growth of educators,quality assessment of digital literacy development,and the physical infrastructure of digital literacy development.However,the more prominent issues of safety and ethics in the use of digital technology and the potential for educational injustice in the digital literacy process still need to be addressed.Based on Ireland’s digital literacy policy evolution and practical experience in the past decade,and taking into account the current situation in China,we need to take the following four actions to seize the development opportunities in the new era:first,to develop a digital literacy policy with scientific,articulation and participation;second,to actively promote the development and implementation of digital literacy education curriculum;third,to promote the construction of a digital literacy assessment framework to promote education through assessment;fourth,to pay attention to the cooperation of multiple subjects from schools,families and society. |
