The rapid development of a new generation of information and digital technologies is making it possible for digital products to change our lives in every way.Until now,the development of exercise prescriptions has shifted from traditional sports science to comprehensive prescriptions that are deeply integrated with the fields of information,biology,engineering and health care.Digital Exercise therapeutic is an innovative paradigm of "digital+ exercise prescription" for intelligent health services.On the basis of fully grasping the historical development experience,it squarely faces the potential concern in the development of digital exercise theraptherapeutic,and proposes corresponding solution strategies and preventive measures to guarantee the healthy development of the industrial ecosystem of digital exercise therapy in China,to maximize the economic and social value,and to build a mature industrial ecosystem to promote the healthy and high quality development of digital exercise therapeutic,contributing to Health China.This study mainly adopts the literature method,logical analysis method and comparative analysis method.Firstly,it selects international countries with relatively mature development of digital exercise therapeutics as typical representatives,reviews their ecological development models in terms of relevant definitions,development policies,regulation,reimbursement and registration,and summarizes the characteristics and experiences of the development of digital therapeutics in that countries in general;secondly,theoretically and practically,on the basis of the development experiences of other countries,it analyzes the potential risks of the development of digital exercise therapeutics in China from a perspective of the industrial cycle such as production innovation,clinical trials,registration and certification and application promotion.Finally,based on the above analysis,appropriate preventive measures are proposed.The following conclusions are drawn:(1)Internationally,most countries have taken an encouraging attitude towards the development of new technologies,however,they have also formed their own development characteristics,such as the US market leading and strict regulatory mechanism;the UK national healthcare insurance and the production specific focus,Germany’s strict definition and the first rapid approval process and reimbursement pathway;as well as the ecological development characteristics of other countries.(2)In the production design stage,digital exercise therapeutics must confront the risk of privacy and data security,and the risk of digital new infrastructure mismatch;in the clinical trial stage,it must confront the risk of effectiveness,the risk of exercise injuries,the risk of medical liability determination and the risk of human experimentation ethics;in the registration and certification stage,it must confront the risk of regulation and the risk of intellectual property rights;in the application and promotion stage,it must confront the risk of payment mechanism,low acceptability of patients and doctors,and the lack of social equity and humanistic care.Accordingly,consequential recommendations are proposed: at the production design stage,it is required to accelerate the construction of data security protection and privacy security protection laws,and the construction of new digital infrastructure and talent deployment;at the clinical trial stage,it is required for sufficient clinical tests,clear product descriptions,the adoption of a distributed liability determination mechanism and to seek a balance between development and no harm;at the registration and certification stage,it is required to accelerate the construction of a regulatory system and In the application and promotion stage,it also requires exploring multiple payment mechanisms,enhancing national digital health literacy,organically integrating exercise digital therapeutics with traditional service,and deepening the public’s understanding of the discipline of digital therapeutics.
