Abstract/Summary:
Scientific and technological talents have made outstanding contributions in knowledge creation,technological innovation and achievement transformation,which can effectively promote technological change and economic and social development and is an important driving force for building an innovative country.However,the current low efficiency in the allocation of scientific and technological talents has led to uneven development of science and technology among regions in China.Information asymmetry and time-space barriers are the main reasons for the mismatch of scientific and technological talents.While the digital economy injects new impetus into the country’s high-quality economic development,it also offers the possibility of optimising the allocation of scientific and technological talent.But it is not clear how the digital economy affects the efficiency of regional science and technology talent allocation.Therefore,an in-depth understanding of the specific mechanisms by which the digital economy affects the efficiency of regional science and technology talent allocation is important to promote the rational allocation of science and technology talent resources and enhance the efficiency of regional science and technology talent allocation.This paper focuses on the core issue of how the digital economy affects the efficiency of regional science and technology talent allocation.Based on the theory of digital economy development,resource allocation theory and input-output theory,firstly,the spatial and temporal evolution characteristics and patterns of regional science and technology talent allocation efficiency levels in China are analysed.Secondly,this paper analyzes the mechanism of digital economy on the allocation efficiency of regional scientific and technological talents from three aspects: overall effect,configuration effect and intermediary effect,in which the systematic generalized moment estimation(Sys-GMM)method of static and dynamic panel model is used to test the overall effect of digital economy on the allocation efficiency of regional scientific and technological talents,the fuzzy set qualitative comparison method(fs QCA)is used to test the configuration effect,and the intermediary effect model is used to test the intermediary effect.Finally,practical policy suggestions are put forward for how to promote the efficiency of regional technology talent allocation in China in the digital economy,taking into account the practice of regional technology talent allocation in China.The research results show that:(1)China’s technology talent allocation efficiency is generally at a medium level and shows a dynamic change trend of fluctuation and decline,and there are significant regional differences in regional technology talent allocation efficiency,but the absolute difference in technology talent allocation efficiency among regions is gradually narrowing.(2)The digital economy can promote the improvement of regional technology talent allocation efficiency,and it is heterogeneous.In regions with a high level of digital economy development and in the eastern part of China,the level of regional technological talent allocation efficiency is significantly influenced by the development of the digital economy.In regions with a low level of digital economy development and in the central and western regions,the level of regional technology talent allocation efficiency is not significantly affected by the development of the digital economy.(3)Industrial structure has a mediating effect in the influence of the digital economy on the allocation efficiency of regional scientific and technological talents.(4)Digital infrastructure,digital innovation,industrial digitisation,digital industrialisation and digital governance in the digital economy system have a synergistic effect on the allocation efficiency of regional science and technology talents.Regional technology talent high allocation efficiency driving paths include industry digitization-driven,digital governance-driven and joint-driven.The non-high allocation efficiency paths of regional science and technology talents include digital governance deficiency type and industry digitalisation lagging type.Based on theoretical analysis and empirical research,the following aspects can be used to improve the efficiency of regional science and technology talent allocation in China:(1)Accelerate the development of the digital economy and promote the precise matching of supply and demand of scientific and technological talents.(2)Establish a cooperative mechanism with complementary advantages among regions to promote the coordinated development of regional digital economy.(3)Make a good "combination boxing" of the digital economy and deepen the synergy of all elements.(4)Optimize the industrial structure and expand the demand for scientific and technological talents.This paper considers the new development situation of digital economy,explores the influence of digital economy on the allocation efficiency of regional scientific and technological talents,brings industrial structure into the research on the influence of digital economy on the allocation efficiency of regional scientific and technological talents,and explores the multi-dimensional linkage and synergy of digital economy,uncovers the "black box" of the influence mechanism of digital economy on the allocation efficiency of regional scientific and technological talents,and provides ideas and suggestions for optimizing the allocation efficiency of regional scientific and technological talents.
