strategic position of technological innovation and independent innovation in driving development,and points out the core position of innovation in the overall modernization construction.How to improve the efficiency of technological innovation and strengthen the ability of technological innovation has become an important issue to be discussed in the " The Fourteenth Five-Year Plan" period.In the process of scientific and technological innovation capacity building,"demographic dividend" has become a thing of the past,high-quality talents have become the primary factor to improve scientific and technological innovation capacity,and the cultivation and reserve of talents will become an important resource for regional and international competition.As a knowledge and skill intensive group,the agglomeration and distribution of talents in different regions will have an important impact on the construction of regional scientific and technological innovation ability,which is an important cornerstone of the high-quality development of regional economy in China.Therefore,it is of great significance to study the talent agglomeration and the efficiency of scientific and technological innovation in different regions of China at the present stage,and explore the path to improve the efficiency of scientific and technological innovation from the perspective of talent agglomeration.On the basis of theoretical analysis and literature review,this paper innovatively introduces high-quality talents into the regional innovation system as an element to connect the main body of the theoretical analysis.At the same time,from the perspective of high-quality talents gathering structure,this paper explores the influence of talents gathering on the efficiency of regional scientific and technological innovation.This paper makes a statistical analysis of the high-quality talent agglomeration in China in recent years from three aspects: the scale of high-quality talent agglomeration,the equilibrium level of agglomeration and the agglomeration structure,and analyzes the scientific and technological innovation achievements of various provinces and cities in China from2010 to 2018 from the perspectives of scientific research personnel input,capital input,environmental input,achievement transformation output,technical achievement output,knowledge achievement output and economic benefit output The new input and output are counted,and the efficiency of scientific and technological innovation is calculated by Super-DEA method.The impact of high-quality talent agglomeration scale,agglomeration equilibrium level and agglomeration structure on the efficiency of regional scientific and technological innovation is empirically analyzed by deletion regression model.Based on the above research findings: first,in recent years,the scale and regional distribution of high-quality talents in China have been growing at the same time,the country with large population has accelerated to become a talent power,the level of highquality talents gathering is balanced,the regional difference is significant,the proportion of R & D talents has increased,and the structure of high-quality talents gathering has been optimized.Second,the input and output of science and technology innovation in China are on the rise,and the efficiency of science and technology innovation is constantly improving.The eastern region is always in the first echelon,and the absolute value of science and technology innovation input and output leads the country.The growth rate of science and technology innovation input in the central and western regions is higher,but the output growth rate is lower,and the efficiency of science and technology innovation is lower.The western region is gradually catching up with the central region Due to the relatively small provinces and population,and the influence of the old industrial base,the input and output of scientific and technological innovation is low,and the efficiency of scientific and technological innovation is at the bottom for a long time.Third,the scale of high-quality talent agglomeration has a significant negative impact on the efficiency of regional scientific and technological innovation,and the equilibrium level and structure of high-quality talent agglomeration have a significant positive impact on the efficiency of regional scientific and technological innovation.,and the empirical results are consistent with the theoretical analysis.From the perspective of high-quality talents gathering,this paper puts forward suggestions for improving the efficiency of regional scientific and technological innovation: first,accelerate the construction of high-quality talents training infrastructure,enrich the training methods,and extend the training period;second,guide the reasonable distribution of high-quality talents among regions,and maintain the scale of high-quality talents in the highest point of talent spillover marginal effect;third,focus on strengthening the training of scientific and technological talents The fourth is to innovate the training and management mechanism of high-quality talents and cultivate multi-level compound talents in line with the needs of social development. |
