The Equity Of Higher Education Resources Based On Gini Coefficient Method And Entropy Weight Method

After nearly 40 years of development,China's higher education has formed the rudiment of modern higher education system,but the influence of official standard and administration has not been completely eliminated.Higher education as an important component of the public service,play a leading role in supervision.But the introduction of market mechanism of higher education resources rationally is imperative.The market-oriented resource allocation mechanism is conducive to improving the efficiency of social education resources and improving the fairness of higher education.In order to study the fairness of the allocation of higher education resources under the guidance of market and government,we combine 68 subordinate China University and the United States 71 national private university related data from 2002-2011 as an example.we use entropy method to integrating the education resource data and calculate the weighted sum and the two modes of resource allocation fairness with Gini coefficient.On this basis,in order to further explore the formation of the two modes of resource allocation fairness difference reason,on the one hand,this paper uses Gini coefficient decomposition method by component to calculate the impact on the fairness of each part in the total resources;on the other hand,first the educational resources were grouped according to the area and the school,and then we use Gini coefficient to decompose the regional and school differences as the root cause of educational resources allocation.The findings are as following.The two modes of education resource allocation fairness are within the warning line,geographical factors are not the main cause of unfair factors but affect the distribution of colleges and Universities,and school quality is mainly considered by the education resources allocation,in addition,under the guidance of the market the human capital is the main reason of the unfairness,and under the guidance of the government,the physical capital is the main reason of the unfairness.
