In January 2019,the National Vocational Education Reform Implementation Plan introduced a talent training evaluation system-the 1+X certificate system.Tianjin is the second largest city in the north,The GDP has been growing continuously in the past five years,human capital is the most important resource to cultivate technical and skilled talents to meet the needs of industrial development,The adjustment and upgrading of the industrial structure can be unimpeded.In 2019,the 1+X certificate system was first implemented.In Tianjin,18 higher vocational colleges participated in the pilot project.Over the past four years,more than 100000 students from secondary and higher vocational colleges participated in the pilot project.In 2022,the number of pilot higher vocational colleges increased to 21,the 1+X certificate system is an innovative move to mobilize multiple subjects to set up vocational education.In fact,the difficulties of collaboration are frequent.This study distributed a total of 300 valid student papers and 45 teacher papers to teachers and freshmen,sophomores and juniors(i.e.freshmen,sophomores and juniors of higher vocational colleges)in 5 vocational colleges in Tianjin,and also added 5 professional leaders,7teachers,6 students in school,4 working students,and a person in charge of Tianjin 1+X Project Office as the interviewees,It strives to present the implementation status of the 1+X certificate system in five higher vocational colleges in Tianjin as much as possible.In addition,it uses the content analysis method to code the responsibility assignment of multiple subjects,and explores its value appeal in combination with interviews and questionnaire data,providing a basis for sorting out the causes of the predicament and proposing relief strategies.Through analysis,at present,5 vocational colleges have blind declaration of pilot majors in the implementation of the 1+X certificate system;Inadequate integration of vocational skill grade standard and talent training;The vocational skill level training has become a mere formality,and the accumulation and transformation of learning achievements have not yet been carried out.The implementation of the 1+X certificate system is a whole process.The dilemma is characterized by higher vocational colleges.The causes come from all aspects,mainly because the value demands of multiple subjects are not met,and the status is unbalanced;The education administrative department pays more attentionto communication than overall planning;The qualification level of training evaluation organizations still needs to be improved,and their cognition and investment are inconsistent,as well as higher vocational colleges pay more attention to the passing rate of assessment and neglect the learning process.Finally,it puts forward relief strategies,including building a collaborative mechanism for the value demands of multiple subjects and promoting cooperation among interconnected subjects;The education administration department should rely on big data to timely modify relevant policy texts,re communicate and at the same time coordinate,balance supervision objects and improve supervision quality;The training evaluation organization takes into account the public welfare of education and the profitability of enterprises.It is expected to provide reference for higher vocational colleges in Tianjin to improve the implementation level of the 1+X certificate system,improve the quality and level of running schools,and thus serve the adjustment and upgrading of industrial structure and regional economic development in Tianjin.
