| "1+X" certificate system is a great innovation for higher vocational colleges to realize characteristic development,it is also a concentrated embodiment of highlighting vocational skills and vocational adaptability in higher vocational colleges." In 2019,the State Council promulgated the implementation plan of national vocational education reform,requiring the pilot work of "academic certificate + several vocational skill level certificates" system to be launched in Vocational Colleges and Applied Undergraduate Colleges(referred as "1+X certificate system").It can be seen that the national demand for high-quality workers and skilled talents has become stronger.The development of "1+X"certificate system in higher vocational colleges is a direct embodiment of the national cultivation of innovative,applied and skilled talents.This study takes n higher vocational colleges as the starting point,uses the methods of literature and investigation,and takes Smith’s policy implementation theoretical model as the theoretical guidance to explore the effective path of the implementation of China’s 1+X certificate system.This study starts with the introduction,introduces the research background,research value and research object,and determines the research method and research route of this paper.Then,it defines the relevant concepts involved in this study,interprets the Smith policy implementation theoretical model,and analyzes the applicability of this theory and this study.Then,it introduces the general situation of the implementation of the 1+X certificate system in n higher vocational colleges,and issues a questionnaire to the food and Drug Department of the college.At the same time,according to the questionnaire data,it is found that the current implementation of the 1+X certificate system in n higher vocational colleges mainly encounters difficulties in four aspects:students,teachers,colleges and training organizations.Then,on the basis of Smith’s theoretical model of policy implementation,this paper analyzes the reasons behind the dilemma from the four dimensions of the system itself,the executive subject,the target group and the executive environment: the complexity and fragmentation of the system itself,the low level of the executive subject,the lack of understanding of the system by the target group and the lack of a good environment for the implementation of the system.Based on this,this study puts forward four implementation countermeasures: improving the idealization of the system scheme,improving the policy implementation ability of the main personnel,strengthening the policy participation of the target group and optimizing the environmental atmosphere of the system implementation,so as to provide policy reference for improving the implementation effect of the 1+X certificate system. |
