Along with the promulgation of Implementation Plan on National Vocational Education Reform,the 1+X Certificate System has been officially launched and pilot implemented as a new development task and direction.Secondary vocational education is the foundation for the entire vocational education,and to develop the secondary vocational education will contribute to maximally make senior high school education universal in our country,achieve full and reasonable employment in the society and comprehensively improve national quality.Therefore,it is necessary and urgent to carry out the 1+X Certificate System in the Secondary Vocational Schools.This thesis comprehensively utilizes methods of Literature Research and Survey Research,takes an example from Automobile Application and Maintenance from the first batch of 1+X experimental majors,conducts a comprehensive and detailed analysis and research on the dilemma and countermeasures for implementing the 1+X Certificate System in the secondary vocational schools.During the research,a questionnaire survey had been carried out among the students and teachers from the secondary vocational schools which have set up the major of Automobile Application and Maintenance in X City.Combined with in-depth interviews,it has been found that the Secondary Vocational Schools have faced with the dilemma of implementing the 1 + X Certificate System in different degrees,such as teachers and students haven’t understood well of the 1 + X Certificate System,the basic conditions supplied by the schools could not meet the pilot requirements,the schools have carried out less vocational training for the profession and interacted less with enterprises,etc..On this basis,the thesis investigates the reasons for the dilemma of implementing the 1 + X Certificate System in Secondary Vocational Schools: on the one hand,the schools haven’t put in place the pilot requirements of implementing the 1 + X Certificate System in schools;on the other hand,the basic conditions for professional construction in the schools have been weak;the schools haven’t paid enough attention to vocational training;Furthermore,the schools haven’t cooperated deeply with enterprises.Therefore,four strategies for the Secondary Vocational Schools to countermeasure the dilemma of implementing the 1+X Certificate System are: First,to strengthen the awareness and implement the related requirements of 1 + X Certificate System;Second,to improve the basic condition of professional construction based on the standards of professional teaching;Third,to optimize the allocation of resources and pay equal attention on academic education and vocational training;Fourth,to improve the level of professional construction and promote deep cooperation between schools and enterprises.The implementation of the 1+X Certificate System will surely enhance the employment competitiveness of vocational college students and the talent supply ability of vocational colleges,enhance the market attraction ofvocational colleges,and provide continuous power for promoting the in-depth reform of Vocational Education in China.
