The world today is facing profound changes unseen in a century.A new round of technological and industrial revolution is poised to take off,and technological innovation has become the fundamental driving force for social and economic development.As an important position for scientific research activities,universities have cultivated a large number of outstanding scientific research talents and exported a large number of high-quality scientific research results,playing a mainstay role in China’s scientific and technological innovation system.The scientific research performance of universities is an intuitive reflection of the scientific and technological innovation ability of universities.The level of scientific research performance of colleges and universities is affected by many internal and external factors.The internal influence mainly comes from the allocation of scientific and technological resources of the university itself,and the external influence mainly comes from the level of innovation environment in the region where the university is located.On the basis of reviewing the relevant research of domestic and foreign scholars,this thesis proposes research hypotheses and builds regression models based on input-output theory,performance management theory,innovation-driven theory,collaborative innovation theory and resource allocation theory.Taking 85 colleges and universities in 27 cities in the Yangtze River Delta region as the research sample,the relevant data of the sample universities from2011 to 2019 were collected and sorted.The innovation environment is measured by the coupling coordination model,and the allocation of scientific and technological resources is investigated from three dimensions: human resource allocation,financial resource allocation and discipline resource allocation.The regression model is used to test the influence of regional innovation environment,allocation of scientific and technological resources,and their correlation on the scientific research performance of universities.This thesis explores the threshold effect of regional innovation environment in the process of funding resource allocation affecting the scientific research performance of universities.The research results show that:(1)The development of scientific research performance level of universities in the Yangtze River Delta region is uneven.(2)The regional innovation environment has a positive impact on the scientific research performance of universities.(3)The allocation of human resources and the allocation of financial resources in the allocation of scientific and technological resources have a positive impact on the scientific research performance of universities,and the impact of human resource allocation on the scientific research performance of universities is more significant.Disciplinary resource allocation in the allocation of scientific and technological resources has no obvious positive impact on the scientific research performance of universities.(4)The correlation between the regional innovation environment and the allocation of human resources and financial resources has a positive impact on the scientific research performance of universities,and the correlation between the regional innovation environment and the allocation of human resources has a more significant impact on the scientific research performance of universities.The correlation effect of resource allocation in the same discipline has no positive impact on the scientific research performance of universities.(5)The regional innovation environment has a threshold effect on the process of the allocation of funding resources affecting the scientific research performance of universities.(6)The scientific research performance of universities in the Yangtze River Delta region during the "Thirteenth Five-Year Plan" period was significantly better than that during the "Twelfth Five-Year Plan" period.Finally,according to the research conclusions,corresponding countermeasures and suggestions are put forward from three aspects: giving full play to the government’s guiding role,optimizing the allocation of scientific and technological resources in universities,and strengthening industry-university-research cooperation.strong practical significance.
