From the 18 th National Congress of the Communist Party of China in 2012,to the 20 th National Congress of the Communist Party of China in 2022,"Science and technology must be the primary productive force,talent the primary resource,and innovation the primary driving force." Innovation has been placed in the overall position of our national development.At present,science and technology innovation not only receives more and more attention,but also is the focus of the current development of the country,the need to set the national power to develop science and technology innovation,so that the future development of our country rely on science and technology innovation driven,that is to promote the development mode from the traditional labor and resources,energy driven,to rely on the continuous accumulation of knowledge,technological progress and labor quality improvement,So as to achieve rapid and good economic development.Therefore,it is of great significance for the evaluation of scientific and technological innovation,which not only helps enterprises and cities to clarify their own scientific and technological innovation ability,but also provides direction and suggestions for the further development of scientific and technological innovation for cities and enterprises.Therefore,the paper firstly analyzes the urban science and technology innovation environment and the enterprise science and technology innovation value theoretically and defines the concept.Based on this and the status of index acquisition,the evaluation index system of urban science and technology innovation environment and the evaluation index system of enterprise science and technology innovation value are constructed.Secondly,based on the relevant indicators of 46 major cities in China from 2018 to 2020 and the relevant indicators of domestic Ashare listed companies from 2018 to 2020,two indexes are calculated to measure the technological innovation level of cities and enterprises from A quantitative perspective.Finally,empirical analysis is used to explore the impact of urban science and technology innovation environment on the value of enterprise science and technology innovation,and the heterogeneity test and robustness test are used to further verify the results.The research results show that(1)the development of urban science and technology innovation environment is gradually becoming mature,the urban science and technology innovation environment index is gradually becoming normal from the high-speed growth stage,and the gap between the urban science and technology innovation environment index is gradually widening.These gaps mainly exist between the top cities with good economic development and the bottom cities with poor economic development.It is necessary to give full play to the synergistic effect between cities to further promote the collaborative development of urban scientific and technological innovation environment index.(2)There is still a great room for growth in the development of technological innovation value of enterprises,and enterprises with strong technological innovation ability are mainly distributed in the first-tier cities of Beijing,Shanghai,Guangzhou and Shenzhen,and concentrated in the manufacturing industry,among which the technological innovation level of computer,communication and other electronic equipment manufacturing industry is particularly prominent;(3)The technological innovation environment of cities has a positive effect on the technological innovation level of enterprises.The fixed effect model is established to explore the influence of urban science and technology innovation environment on the enterprise science and technology innovation value.According to the regression results,the urban science and technology innovation environment has a significant positive effect on the enterprise science and technology innovation value,and each index of urban science and technology innovation environment has a significant positive effect on the enterprise science and technology innovation value.The results are still valid under the heterogeneity and robustness tests.According to the above conclusions,suggestions and references are provided for the technological innovation development of cities and enterprises from the two levels of government and enterprises.
