Fiscal Decentralization, Higher Education Expenditure And Regional Scientific And Technological Innovatio

The report of the 20th National Congress of the Communist Party of China pointed out that "education,technology,and talent are the fundamental and strategic support for comprehensively building a socialist modernized country.We must adhere to the principle that technology is the first productive force,talent is the first resource,and innovation is the first driving force,and deeply implement the strategy of revitalizing the country through science and education,strengthening the country through talent,and driving development through innovation.Higher education plays an important role in creating,cultivating talents,and promoting regional technological innovation.China has formed a fiscal decentralization system with Chinese characteristics,presenting a typical feature of "clear financial power and vague administrative power",which will affect the decision-making preferences of local governments,and fiscal decentralization will affect the government’s local higher education fiscal expenditure.The characteristic fiscal decentralization system formed in China will affect the fiscal expenditure behavior of local governments and affect regional scientific and technological innovation.There are few studies that incorporate fiscal decentralization,higher education fiscal expenditure,and regional scientific and technological innovation into the same research framework.This article attempts to analyze the transmission mechanism of "system action innovation capability",To provide theoretical support and policy recommendations for deepening the reform of China’s fiscal decentralization system and implementing the national innovation driven strategy.How to promote regional scientific and technological innovation capabilities from the perspective of fiscal decentralization and local higher education fiscal expenditure behavior.Firstly,construct a theoretical analysis framework to analyze the direct and indirect impacts of fiscal decentralization on regional scientific and technological innovation capabilities;The impact of local higher education fiscal expenditure on regional scientific and technological innovation under different levels of fiscal decentralization.Secondly,conduct empirical analysis on the theoretical system constructed.Build provincial panel data from 2005 to 2020.The empirical results show that: firstly,fiscal decentralization has a significant positive impact on regional scientific and technological innovation,with heterogeneity.Secondly,fiscal decentralization expands the scale of higher education fiscal expenditure to promote regional technological innovation capabilities.Thirdly,under different levels of fiscal decentralization,higher education fiscal expenditure will promote regional scientific and technological innovation capabilities.After crossing the threshold of fiscal decentralization,higher education fiscal expenditure has a greater positive effect on regional scientific and technological innovation capabilities.
