Research On Performance Evaluation Of Scientific Research Funds Management In L University

Since the 18 th National Congress of the Communist Party of China,the national strategy of driving innovation,rejuvenating the country through science and education,and strengthening the country through talent has been implemented in depth,and scientific and technological innovation has risen to an unprecedented strategic height.In order to stimulate the innovation vitality of the majority of scientific research personnel,the Party Central Committee and the State Council have issued a series of policy documents and reform measures to optimize the management of scientific research funds,which has effectively promoted the development of scientific and technological undertakings.However,with the increasing support of scientific research funds,the problems of rigid management of scientific research funds and low efficiency of use in universities are gradually exposed.In order to further implement the decision-making and deployment of the central government and serve the country’s major strategic needs,universities must start with reforming the performance evaluation of scientific research funding management,fundamentally improve the level of scientific research funding management,and comprehensively enhance the power and vitality of scientific and technological innovation.As a national “Double First-Class” key university,the performance evaluation of scientific research funding management of L university is still in its infancy,the management level is not in line with the development goals,and the external situation and internal needs of reform are urgent.This paper takes the performance evaluation of scientific research funding management in L university as the research object.First,through the literature research method,it summarizes the relevant theories and viewpoints of domestic and foreign scholars on scientific research funding management and performance evaluation,and lays a theoretical foundation for observation and research.Secondly,through on-the-spot visits and investigations,we have an in-depth understanding of the management of scientific research funds in L university,and take the problem as the guide to analyze the necessity of establishing the performance evaluation index system,and clarify the realistic basis.Thirdly,according to the theory and practice,the evaluation indicators were initially selected,and the primary indicators were screened and adjusted by visiting experts in the school,and the performance evaluation indicator system of scientific research funding management in L university was established,including 5 standard levels(first-level indicators),and plans.There are 16 layers(second-level indicators)and 21 evaluation indicators at the refinement layer(third-level indicators);and expert scoring is carried out by setting up questionnaires,and the weights of indicators at all levels are determined by Analytic Hierarchy Process(AHP),and MATLAB software is used to evaluate each evaluation index.Quantitative analysis of indicators.On this basis,a questionnaire is made for the evaluation index system after the weight is determined.After being scored by experts and teachers from relevant departments of L university,the scoring results are calculated by the Fuzzy Comprehensive Evaluation Method,and the evaluation results of the performance evaluation index system of scientific research funding management in L university are obtained.It is 80.552 points,which belongs to "good".Finally,based on the scoring results,combined with the actual situation of L university,some suggestions are put forward to reform and improve the management of scientific research funds in L university.With the promulgation of the "Several Opinions of the General Office of the State Council on Reforming and Improving the Management of Central Financial Research Funds",the reform of scientific research funding management has ushered in a new important opportunity,which urgently needs to be implemented at the theoretical and practical levels.Explore together and brave the path of reform.As a national "double first-class" university with a relatively late start in the performance evaluation of scientific research funding management,L university is typical.It is hoped that this research can be used as a guide,provide useful reference for the reform of scientific research funding management in L university,and have a positive impact on the research on the performance evaluation of scientific research funding management in the field of higher education.
