Research On The Performance Evaluation Of Scientific Research Funds Management In Universities

Since reform and opening-up,China has emphasized the strategy of rejuvenating the country through science and education,seeking to enhance its overall strength and international competitiveness through the development of scientific and technological undertakings,in which scientific research in universities plays an important role,in order to improve the use efficiency of scientific research funds and speed up the development process of scientific and technological innovation,various problems in the use of scientific research funds are becoming more and more prominent.At present,how to manage scientific research funds reasonably and effectively and evaluate the benefit of scientific research funds is an important problem to be solved urgently.Improving the management level of scientific research funds and perfecting the performance evaluation system can not only improve the efficiency of scientific research,but also guarantee the rational use of funds.For colleges and universities,the first prerequisite to evaluate the performance of scientific research funds management is to define the evaluation indicators,and then determine the weight of these indicators,so as to build a relatively perfect performance system.The first part is introduction.It basically covers five points: research background,research significance,research content and methods,domestic and foreign research status,innovation and deficiencies.The second part explains the theory of scientific research fund management in detail.The third part focuses on the current situation of the management of scientific research funds in universities.This paper first introduces the basic situation of scientific research funds in colleges and universities,briefly analyzes the problems in the management of scientific research funds and the countermeasures,and finally enumerates the current performance evaluation index system.The fourth part is the most important part of the paper.On the basis of the above-mentioned chapters,taking h university as an example,the paper determines the performance evaluation index system of scientific research funds management.It mainly includes the construction of index system and the Comprehensive Evaluation of scientific research funds management by using analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method.The fifth part is the suggestions of improving the performance evaluation of the research funds management of H University,the sixth part is the conclusion and prospect of the research,which explains the key research conclusions of this research and points out the shortcomings of the research directly,expressed expectations for future research prospects.On the basis of a great deal of research on the performance management of scientific research funds in universities in China,this paper systematically constructs the corresponding system,hoping to promote the management ability of scientific research funds in universities more effectively by this way,to achieve a more scientific use of university research funds.The reform of scientific research funds management in colleges and universities can not only promote the development and perfection of the mechanism of scientific research funds management in colleges and universities,but also lighten the work burden of scientific research personnel and financial personnel,to enable people in all walks of life to focus more on personal work.It provides a certain reference value for universities to perfect the management of scientific research funds.Taking h university as an example,the research has played a reference role and is more practical.
