When young people are strong and prosperous,they become strong and prosperous,they become strong.It is of great significance to implement the reform of the ideological and political system of the curriculum,create a new situation in the development of China’s higher education,and cultivate young students in China.In2017,the documents issued by the Central Committee of the Communist Party of China and the State Council clearly stipulated the responsibility system of curriculum ideology and politics.In May 2020,the Department of Higher Education of the Ministry of Education clearly stipulated that the ideological and political construction of courses should be included in the basic functions of teaching management in colleges and universities.This means that all educators in colleges and universities should incorporate ideological and political work into their daily teaching management,fulfill the "one post with two responsibilities" for curriculum ideological and political construction,and build a general pattern of ideological and political work with joint participation.Due course ideological construction "a pair of responsibilities" concept is relatively new,so this article first carries on the definition,"a pair of responsibilities" mentioned in this paper,is not only a business job,more important is to emphasize the ideological and political work responsibility,emphasis on teaching management in colleges and universities in the execution of "a pair of responsibilities" in the process of ideological and political education must be included in each step of teaching management in colleges and universities.It is mainly carried out from the theoretical consciousness,political consciousness and behavioral consciousness of the teaching administration department of colleges and universities to implement the "dual responsibilities of one post" and the basic function of the teaching administration department of colleges and universities to implement the "dual responsibilities of one post",which reflects that the reform of curriculum ideological and political system is the unshirtable responsibility of the teaching administration department of colleges and universities.Secondly,this study uses a series of research methods to carry out empirical analysis,including the current situation of the teaching management departments of colleges and universities implementing the curriculum ideological and political construction of "one post and two responsibilities",its influencing factors and experience reference.Studies have found that there are large difference between different ideological construction of course,some colleges and universities exist,such as unclear orientation of curriculum education,management responsibility is not clear,doesn’t tally with the spirit of the central problems,some universities easier to ignore the ideological and political education in the teaching management,part of the teaching management personnel lack of understanding of the educational responsibility,dynamic problems such as insufficient education teaching reform.It is difficult to implement the requirements of curriculum ideological and political construction into daily teaching.However,there are also some school teaching management departments in the implementation of curriculum ideological and political construction "one post and two responsibilities" process has achieved some results,obtained some successful experience,the author through the in-depth analysis of the curriculum ideological and political implementation plan of these schools,found universal experience for reference.Finally,this study uses Herbart’s education and teaching theory,ideological and political education basic contradiction theory,educational organization behavior theory and human resource management theory,the author from perfect and perfect curriculum ideological and political system construction,guarantee organization operation;Innovating teaching management idea and improving personnel quality;In the education and teaching links into the ideological and political education several aspects of the optimization path.Therefore,starting from the teaching management department’s implementation of the requirements of "one post and two responsibilities",a series of analyses are made on how the college teaching management department incorporates ideological and political education into all aspects of college teaching management,so as to provide suggestions for promoting the ideological and political construction of courses in colleges and universities in my country.This is not only beneficial to enriching the ideological and political theoretical system of the current stage,but also conducive to the teaching management departments of colleges and universities to actively incorporate ideological and political education into all aspects of teaching management,so as to ensure the implementation of "one post and two responsibilities" in the ideological and political construction of the curriculum.It can be said that this research It has both
