In order meet the strong needs for broadening the higher education of the general public,there comes a new education mode-independent college,which has fostered a great number of students focused on applications.The independent colleges have continuously upgraded the shapes of the higher education and made their efforts in the developments.They have paid tremendous contributions and played an important role in higher education of China.However,the independent colleges often come with problems like ambiguities in property ownership definition,substandard education conditions and unreasonable academic staff qualification structure.In 2020,the Ministry of Education of China made it clear that all the independent colleges must complete their own upgrade transferring as soon as possible.In recent years,D City College(DCC)kept losing its faculty in the process of upgrade transferring.This has hindered the normal development of the university to certain degrees.This study would like to take DCC as the studied case in order to better understand how and why the faculty was being leaving the post.The author would like to hold the point of view as a public administrator and come out with feasible suggestions and solutions for government and institute authorities in hope of providing the useful answers for the peer institutes regarding the fact of brain draining.This paper used expectation theory and two-factor theory as the theoretical frameworks.DCC was taken as the study case.The study elaborated the by means of literature review,interview,and case analysis methods.After reviewing the general conditions of DCC and its faculty brain draining phenomenon,the analysis identified that DCC has been speedily losing its faulty,particularly in the young faculty group and faculty members holding doctoral degree.The causes include the over-high threshold of expectations,low incentive policy,uncertainty related to upgrade transferring of DCC,and the overall economic staggering.In order to solve the problem of brain draining,the government and the institutes need to jointly work together.In order to encourage the staffs,the institute needs to restructure its institutional personnel rules,enhance the salary scales,and establish various development platforms for its faculty members.In order to establish the mechanism of incentive management,the study suggests to broaden the options for personnel promotion,to enhance the social acceptance for the staffs,and to enrich the on-job trainings for the staffs.By improving the rules and regulations which are related to the development of the independent college,the colleges may build up their own brands which are likely to ensure a healthy growth after completing the upgrade transferring.This would be the main source of confidence of security for the faculty members.By establishing a good working and living environment,the senses of happiness and belonging will secure.The influence will surge internally from the establishments.The problem of brain draining will only be solved thoroughly only when the vital interests of the faculty members are met.A steady and highly qualified faculty team appears accordingly.The colleges then enter a healthy and prosperous loop of development era.
