Report to the 20th CPC National Congress’ s exposition on education made the theme of "implementing the strategy of rejuvenating the country through science and education and strengthening the support of talents in modernization" an independent chapter,which is an unprecedented change.So far,the development of private education has changed from "encouraging and guiding","supporting and standardizing" to "guiding and standardizing",which has obvious guidance for private colleges and universities.By September 2021,the number of private colleges and universities in China has reached 762,accounting for 27.65%of the 2,756 colleges and universities in China;There are 160 universities and 51 private universities in Guangdong province,accounting for 31.88% of the total.The number of universities and private universities ranks first in the country.The huge group of private colleges and universities has made some contributions to Guangdong’s economic and social development,but its potential has not been fully tapped.There are some outstanding problems,such as insufficient government action,insufficient policy supply,lack of "kinetic energy" of schools,limited social participation,traditional interactive ways,few achievements and so on.It is urgent to study countermeasures.This study comprehensively uses literature research,comparative research,case analysis,interview and other research methods,taking Guangdong private colleges and universities serving local economic and social development as the research content,analyzes the opportunities and difficulties of private colleges and universities serving local economic and social development,thinking about the joint efforts of education authorities and local governments,explores ways and measures to promote private colleges and universities to serve local economic and social development,guides and regulates private colleges and universities to return to the first mission of personnel training,exerts the attribute of "the third department",strengthens the responsibility and social value of private colleges and universities,and makes full use of unique advantages such as talent base,"bringing economy" and scientific and technological strength.It comprehensively serves the rapid development of local economy and society in local planning,construction,scientific and technological innovation,intellectual property achievements transformation,personnel training and resource sharing.The article is divided into six parts to study the problem.The first part is the introduction,which combs the background and significance of the research topic,summarizes the relevant literature and materials of private colleges serving local economic and social development at home and abroad,analyzes the existing research experience.The second part defines the relevant concepts and theories to lay the theoretical foundation for this study.The third part analyzes the efforts made by the government in the construction of educational layout,policy guidance platform and other aspects in the process of Guangdong private colleges serving local economic and social development,and the current situation of Guangdong private colleges serving local areas in helping local economic talents export,employment,science and technology services,intellectual property resources sharing and so on.In the fourth part,according to the current situation of Guangdong private colleges serving local economy and society,the problems existing in the aspects of depth and breadth of serving local economy and society,promotion mechanism,service consciousness,service ability,service mode,etc.,the main roles,system,mechanism,school orientation and external thrust of Guangdong private colleges serving local economy and society development are analyzed.The fifth part combines the characteristics and successful experience of foreign private(private)colleges and universities serving local economic and social development,analyzes the feasibility of foreign experience in China,and explores the countermeasures to promote Guangdong private colleges and universities to serve local economic and social development from the top-level design,main role,environment,atmosphere,ability level,methods and ways,etc.Set a benchmark for Guangdong private colleges and universities to realize the development of private colleges and universities from quantity to quality,promote Guangdong private colleges and universities to effectively serve local economic and social development,and urge the government to do something,the competent departments have methods,schools have channels,enterprises have substantial benefits,economic development,rapid social progress,governance level,form a new situation of co-construction,governance and sharing of government,schools,enterprises,society and the people,create a good atmosphere for private colleges to "feed back" the society,and open up a new situation for Guangdong education to serve local strategic development.The sixth part is the conclusion of this paper,which systematically summarizes the research contents of this paper and looks forward to the next research contents.
