| By October 2021,the number of participants in ice and snow sports in China has reached 346 million,successfully fulfilling the solemn commitment made in the 2022 Beijing Winter Olympics and Winter Paralympics.Since teenagers are the major group in 300 million people participating in ice and snow sports,the education and sports departments have issued a number of policies to support the development of ice and snow sports on campus.Over the five years,there have been a significant rise in the opening rate of ice and snow physical education classes and the participation rate of extracurricular activities,a markedly increase of ice and snow sports events for teenagers,an initial manifestation of brand effect,a gradual formation of the training channels for ice-snow reserve talents under the integration of sports and education,and a flourishment in the ice and snow sports on campus.However,the academic and industrial communities share a common concern about figuring out what level and stage of development at which these schools are and how to scientifically evaluate the effectiveness of the construction of these schools so as to drive the high-quality development of ice and snow sports on campus.Therefore,this paper aims to establish a sustainable development evaluation indicator system for ice and snow sports schools,in order to provide theoretical support and practical reference for the education department to evaluate the development of ice and snow sports schools,as well as the self-assessment of ice and snow sports schools.The Delphi method was adopted to conduct two rounds of expert consultation with 15 experts.Based on the theory of sustainable development and the principle of evaluation indicator construction,this paper establishes a sustainable development evaluation indicator system for schools with characteristic ice and snow sports.In view of the complexity and difficulty in data collection of development evaluation of schools with characteristic ice and snow sports,fuzzy comprehensive evaluation method was adopted to conduct an empirical research on the development of ice and snow sports schools in Heilongjiang Province.The main research conclusions are as follows:First,the literature method and expert Delphi method are used to establish an evaluation indicator system for schools with characteristic ice and snow sports from the perspective of sustainable development.The indicator system consists of 4 first-level indicators,12 secondlevel indicators and 33 third-level indicators.The results show that 92.3%of experts think that the indicator division is "appropriate",and 7.7%of experts hold that it is "basically appropriate".The evaluation indicators modified according to expert opinions have been unanimously recognized by experts,and no expert evaluation is "inappropriate".Second,the fuzzy comprehensive evaluation for schools with characteristic ice and snow sports are improved.A six-step fuzzy comprehensive evaluation method of sustainable development for schools with characteristic ice and snow sports are established.The S score of evaluation include five ranges:90-100(excellent),80-90(good),70-79(general),60-69(poor)and 0-59(very pool).Third,the empirical research on the sustainable development ability of schools with characteristic ice and snow sports are conducted.The improved fuzzy comprehensive evaluation method was adopted to evaluate the sustainable development ability of 49 national ice and snow sports schools.According to the results,the sustainable development ability of ice and snow sports on campus was at a general level,with an S score of 78.63.Among them,the scores of teaching and extracurricular activities,training and competitions were relatively high,and the condition assurance as well as organization and leadership scored lowly.Therefore,the empirical research results are consistent with the scholars’ survey,and the evaluation indicators constructed can objectively reflect the sustainable development level and ability of schools with characteristic ice and snow sports.Meanwhile,this paper puts forward the limitations and suggestions of research:First,limited by the author’s research ability,the empirical evidence and investigation objects are schools with characteristic ice and snow sports and experts from some provinces.It is suggested that scholars could expand the scope of research and deeply explore the sustainable development evaluation indicators of schools with characteristic ice and snow sports.Second,on the basis of this indicator system,the evaluation model and scoring criteria based on big data can be established.Artificial intelligence technology can be applied to generate a development status analysis report,which saves manpower and material resources and improves the scientific,convenience and operability of the evaluation.Third,schools with characteristic ice and snow sports scores lowly in the two dimensions of condition assurance as well as organization and leadership.Thus,it is recommended that through school-enterprise cooperation,school-school cooperation and home-school cooperation,education departments and schools can broaden the sources of funds,increase the number of ice and snow equipment available on campus,increase the number of professional teachers teaching ice and snow sports,expand the influence of ice and snow sports events for teenagers,attract more students to participate in ice and snow sports,and promote the high-quality development of ice and snow sports. |
