Research On The Precision Of Funding Policy Support For Science And Technology Leading Talents In Suzhou New District

Innovation-driven strategy has risen to one of the main strategies since the 18th Party Congress,and the importance of scientific and technological talents has become increasingly significant under the situation of the new round of scientific and technological revolution and industrial revolution in the world today.As one of the rare groups of scientific and technological talents with the highest level and the greatest contribution,science and technology leading talents have a decisive role in the development of national and local innovation and scientific and technological progress.Party committees and governments have introduced policies and measures to support the development of science and technology leading talents,and the evaluation of the effects achieved after the implementation of the policies is increasingly concerned by the whole society.As one of the oldest national high-tech zones and a demonstration zone of independent innovation,Suzhou New District(SND)has formulated and implemented special financial support policies in recent years,and has achieved certain benefits in recruiting and cultivating science and technology leading talents,but compared with the huge financial resources invested,it is still difficult to achieve the expected goal of implementing policy support.Therefore,in order to improve the accuracy of the funding policy for science and technology leading talents in SND,and to obtain the highest possible public benefit with the lowest possible investment,this paper takes the funding policy for science and technology leading talents in SND as the research object,and takes the precision of the policy support as the research content,and combines the characteristics of science and technology leading talents and the current situation of the funding policy for science and technology leading talents in SND by drawing on the relevant research results and questionnaire analysis.The paper also analyzes a series of reasons for the lack of precision,such as the lack of reasonable declaration conditions and support methods,the strong subjectivity of the evaluation process,and the lack of rigorous mid-term inspection indexes.Finally,this paper creatively proposes countermeasures such as the setting of external and internal loose evaluation conditions,the calculation method of indirect equity,and the rolling support method combined with science and technology finance,establishes a more detailed scoring system and a more comprehensive evaluation model in the preliminary project examination stage,establishes a scoring system in the project defense stage,and proposes a more flexible identification channel and the establishment of a clear system of rewards and punishments,and agrees on the on-site verification and post the main points of attention in the evaluation stage.In addition,certain suggestions are made to the government itself from three levels:higher,the same level,and lower level,in order to solve the problem of less precise funding policy support more effectively.
