In February 2017,with the release of the Guidance Opinions of the General Office of the Ministry of Education on Good After-school Services for Primary and Secondary School Students,after-school services have been carried out one after another in primary and secondary schools in China.In recent years,after-school services for elementary school students have become a common concern for the whole society.At present,the demand for after-school services organized by schools from parents of dual-income families in China is growing year by year,which has put forward new requirements for the government and schools in organizing after-school services effectively.Parents are increasingly demanding in terms of the choice of after-school service activities,the standardization of teachers,and the richness of content.Schools are also facing new challenges in how to better manage teachers for after-school services.However,in the process of implementing the relevant policies,there are still a series of problems and shortcomings in the management of teachers in terms of financial security,teacher allocation,performance evaluation,working time arrangement and the use of public education resources outside school,which need to be further studied and improved.Based on the perspective of school administrators,this study takes teachers and school administrators who participate in after-school services for elementary school students in N city as the research objects.Starting from the management of teachers in after-school services,the current situation of the management of teachers in elementary school after-school services in N city is studied empirically by using questionnaires and interviews while sorting out the after-school services and teachers’ management through literature method.The problems found in the research process were analyzed and the causes of the problems were analyzed,and finally,targeted solution strategies were proposed in order to provide some countermeasures for the management of teachers in after-school services in elementary school in N city.Drawing on Seyfarth’s theory of effective school human resource management as the theoretical framework for analysis,this paper investigates and discusses five aspects,including the situation of teachers and administrators involved in after-school services for elementary school students,the current status of motivation for teachers in terms of after-school services,the layout of after-school service content,the current status of teacher evaluation of after-school services,and the current status of teacher evaluation of after-school services.Based on theoretical analysis,the survey shows that the main problems of teachers’ management practices in after-school services for elementary school students in N are: the lack of innovative and arbitrary ways of managing teachers in schools,the low motivation of teachers to participate in after-school services,the lack of effective communication and feedback channels for teachers to participate in the management of after-school services,the resource constraints for teachers to work in after-school services,the long working hours of teachers after participating in after-school services,and the limited skills of teachers.The main reasons for the problems are: the lack of experience,knowledge and skills of managers,the lack of performance evaluation of after-school services,the lack of effective incentives for teachers,the lack of a sound management system for after-school services,the lack of necessary support for after-school services,and the single composition of the after-school services teachers,etc.In this regard,five countermeasures were proposed in this paper based on Seyfarth’s theory of effective school human resource management,namely,improving the management level of school administrators themselves,improving the management system for teachers in the service,optimizing the assessment and incentive mechanism for teachers in the after-school service,increasing the financial support-based funding guarantee mechanism and promoting the improvement of the teacher training team through multiple measures.It is expected to improve the management of teachers in after-school services for elementary school students in N city by regulating the management of teachers in after-school services as a means to meet the needs of teachers in after-school services and to optimize the basic system of after-school services for elementary school students as a guarantee to promote the effective development of after-school services for elementary school students in N city.
