The Influence Of Human Capital And Its Structure Upgrading On County Economic Development In Shandong Province

County economy is the bridge of Chinese economy and it is essential in connecting urban and rural areas and it is the driving force of corresponding areas development.However,its economic competitiveness,pulling power and attractiveness are weak,and the county economic development in our country is facing challenges such as structural transformation pressure,resource and environment restraint pressure.In particular,county economy is faced with the urgent requirement of transforming to innovation-driven development mode.How to adapt to changing county populations and accelerate the transformation of traditional advantages of population size into advantages of advanced human capital has become the inevitable choice to rebuild the development power of county economy.Therefore,combining with the results of the seventh population census,it has important significance to study the changes of county human capital and its economic impact.The province researched in this paper is a big economic province and it has good typicality and representativeness.Based on the data of nearly three censuses,the average human capital,human capital stock and advanced human capital at county level in Shandong Province are quantitatively estimated,and their spatial and temporal distribution and autocorrelation evolution are analyzed.The results show that good economic conditions lead to an increase in the stock of human capital and the index of advanced human capital,and the emphasis on human capital is strengthened day by day.The human capital spatial distribution difference and its structure upgrading index is obvious.The clustering analysis of the human capital and its structure upgrading shows that the county human capital and its structure upgrading in Shandong Province has spatial correlation,and the spatial distribution pattern shows high value clustering and low value clustering,which indicates that the county in Shandong Province and the surrounding county have higher or lower human capital level or human capital structure upgrading level.Secondly,the model chosen according to the model test is used to have a research on the human capital effect and its structure upgrading effect on county economic development in Shandong Province,and the spatio-temporal heterogeneity analysis is carried out.The results show that human capital has a significant effect on county economic growth in Shandong Province and the coefficient is non-negetive,which indicates that human capital positively effects economic growth in Shandong Province.The results of the spatial heterogeneity test of the first model show that county human capital in eastern Shandong Province significantly promotes the growth of economy.Thirdly,in the regression results of two models,human capital economic effect is significantly negative than its structure upgrading economic effect in the object this paper studies,indicating that the second core explanatory variable is the driving force of county economy growth in Shandong Province.The spatial heterogeneity analysis also indicates that the second core explanatory variable in eastern counties has better effect on economic development.Finally,this paper makes relevant and effective policies.Related policies include:consolidating and improving compulsory education,promoting the dissemination of basic knowledge and culture,and implementing strategies for high-skilled countries;Encourage the upgrading of human capital,so as to promote rapid and sustainable economic growth;Financial support is needed for education;Expand the number of students in higher education;Promote human capital structure upgrading and balance eastern,central and western counties.
