With the rapid development of the economy and the rapid implementation of global technology, productivity levels and technological capabilities have significantly improved, and competition between human capital and technology has gradually become the main battleground of global economic competition. From the total cost of education and scientific research investment that has increased year by year in China, and from the total investment of 4255.7 billion yuan in 2021,it is not difficult to find that the proportion of annual education and scientific research investment in China gradually accounts for about 7% of the gross national product, transitioning from the previous high-speed economic growth and stable growth model to a medium speed growth model, and moving towards the production and operation of products dominated by high-tech products and scientific research technology research and development,From the previous low-level economic development model of extensive economy and cheap human resource costs,it has gradually shifted to an economic model dominated by high-tech products, with technological research and development and scientific research innovation as the industrial chain, achieving resource conservation and technological upgrading of product structure.R&D is the reference value that best reflects the overall scientific research level and technological research and development capabilities of a country. In the current fierce international competition for technology and talent, various countries attach great importance to the development and investment of R&D,and vigorously support the R&D industry and R&D talents. The research, development, and innovation achievements of a certain technology will become the key technology to lead a certain field, sufficient to produce a striking visual effect in the international market.Currently, there is a gap between China and developed countries in the total amount of R&D investment.Of course, with the passage of time,China’s comprehensive national strength has significantly improved, and with the gradual increase in investment in the R&D industry,China will gradually catch up with the level of scientific research investment in developed countries. This topic studies the impact of R&D funds and human capital on industrial structure. The first step in the research is to collect and collate relevant domestic and foreign literature to build the necessary theoretical basis; Then, taking the situation of China in recent years as the research object, collect relevant data and information and analyze the current situation;Thirdly, relying on relevant theories to construct research models, determine samples, variables, and indicators for model analysis, and then obtain the impact of human capital and R&D on industrial structure in China in recent years; Finally, based on the research conclusions, policy recommendations are proposed.
