| It is the dream of every rural person to realize the beauty of the countryside,strong industries and rich farmers.The quantity and quality of rural talents have always been the key factors affecting the overall development level of the countryside and whether the rural revitalization strategy can be realized.However,against the background of China’s rapid economic and social development,the countryside has been lagging behind the cities in the increasingly fierce "war for talents".Although in recent years,in order to promote the construction of the "three rural areas" and achieve the revitalisation of the countryside,from the state to the regions,there have been continuous policy exploration and innovation in the incentive of rural talents.However,there are still problems with the incentive of rural talents in China:the lack of comprehensive and perfect incentive policies for rural talents,the poor conditions and environment for retaining and using talents in rural areas,and the failure to achieve the expected effect of introducing rural talents,all reveal the shortcomings and problems of the current incentive policies for rural talents.Therefore,how to optimise and improve incentive policies so that talents can stimulate their own initiative in the development of the countryside has become an important topic for current research and practice.In recent years,the countryside in Y District of Jinan City has seen rapid agricultural development and continuous development and optimization of rural industries driven by rural talents,but the quantity and quality of rural talents are still unable to meet the needs of rural industrial revitalization,and the enthusiasm of rural talents in the development of rural areas in Y District has not been fully stimulated.Based on the study of the current situation of rural talent motivation in Y District of Jinan City,this paper summarizes and composes the current framework of rural talent motivation in Y District of Jinan City on the basis of the literature combing at home and abroad and the related policy settings of governments at all levels,adopts questionnaire survey method and interview method to visit and investigate rural talents in Y District,collects relevant information and data on rural talent motivation in Y District,and understands in depth the current The survey results were studied and analysed,and combined with Herzberg’s two-factor theory,the overall situation of the rural talent team,the inadequacy of government departments’ incentive work for rural talent and the imperfect policies,and the objective conditions of the grassroots environment,etc.,the problems and reasons for the formulation and implementation of the rural talent incentive policy in District Y were derived,and the health care factors and incentive The study also explores the influencing factors of talent motivation from two aspects:health care factors and motivation factors.The research results show that health care factors and motivational factors interact and complement each other to influence the effect of motivation,with health care factors being the foundation and premise and motivational factors only playing an effective role on top of health care factors.Through the study and analysis of rural talent motivation in the context of two-factor theory,we propose countermeasures to optimize the motivation of rural talent in Y district according to local conditions,so as to provide reference for the government to refine the measures of rural talent motivation,enrich the motivation content and improve the motivation policy,and promote the implementation and optimization of rural revitalization strategy and talent motivation policy in rural areas. |
