Innovative Practice Of Cultivating New Types Of Professional Farmers For Target Groups

In the process of agricultural and rural modernization,with the transfer of a large number of rural labor force to the secondary and tertiary industries,the left-behind agricultural population presents a relatively insufficient total amount,low overall quality,unreasonable structure and other problems.Therefore,cultivating new professional farmers not only solves the practical problem of "who will farm the land",but also solves the deep problem of "how to farm the land".As the new agricultural management main body of new-type professional farmers,it has injected new vitality into agricultural transformation and upgrading and new rural construction in our country.Currently,as a public product provided by the government,the local government plays the role of service provider,resources integrator and quality supervisor in the cultivation of new-type professional farmers.Bear the responsibility of promoting the orderly operation of various cultivation work.However,at present,the cultivation system of new-type professional farmers is not perfect,the local government has appeared in the process of cultivating new-type professional farmers policy,mechanism,management and other problems.By integrating literature research method,field research method and evaluation research method,referring to typical cases of relevant researches at home and abroad,and following the research idea of "finding problems--analyzing problems--solving problems",this paper analyzes the problems and causes existing in the cultivation process of new-type professional farmers in Changshu City by analyzing the current situation of the cultivation of new-type professional farmers in Changshu City and the oriented cultivation mode for target groups.And put forward targeted optimization measures for the cultivation of new professional farmers in Changshu.Firstly,through questionnaire survey and data analysis,this paper classifies and analyzes the new-type professional farmers in Changshu City from the perspective of personal quality,training needs and policy support needs,and then analyzes the deep-seated reasons for the problems from the overall perspective as follows:1.The identification and classification of new professional farmers are single;2.Training cannot meet the needs of farmers;3.Lack of follow-up tracking and guidance services;4.Policy support should be strengthened.Finally,from the perspective of the needs of new-type professional farmers’ cultivation groups,through field visits and investigations to understand the relevant situation,five types of new-type professional farmers,such as large farming households,small farmers,principals of agricultural operations,agricultural enterprise staff(including agriculture-related commissioned college students),rural information service personnel(including targeted training undergraduates),from the perspective of development prospects.Put forward the targeted cultivation suggestions,and put forward the further improvement of Changshu City new professional farmer cultivation system path countermeasures:1.Improve the identification and management system of new professional farmers;2.Establish a demand-oriented farmer cultivation system;3.Improve the cultivation and supervision system of new professional farmers;4.Strengthen supporting agricultural policies and measures;5.Optimize the environment for agriculture-related college students to return home and start businesses.Through systematic analysis,the paper makes a deep analysis on the construction of the new type of professional farmers’ classified cultivation mode for target groups,which conforms to the requirements of agricultural and rural modernization construction and the cultivation needs of new professional farmers,and has certain political,economic and social value.
