Research On Social Work Intervention In Community Micro-Autonomous Organizations Cultivation

As the 19th CPC National Congress put forward the theoretical proposition of moving the focus of social governance down to the grassroots level,local governments no longer limited residents’ autonomy to the community level,but further sank the autonomous units,further delegated power to courtyards and buildings,and carried out "micro autonomy" and "micro governance".Community micro-autonomy organizations are important participating forces of"micro-autonomy".In the process of "micro-autonomy",they make use of the interest connection among the residents of the courtyard to gather the strength of residents to solve the common problems of the residents of the courtyard.Therefore,the cultivation of community micro-autonomous organizations is an important link to carry out "micro-autonomy",and the cultivation of community micro-autonomous organizations not only needs to exert the power of residents,but also needs the assistance of social work professionals to help community micro-autonomous organizations realize the goal of building self-service and self-management.The research method adopted in this research is the case study method,semi-structured interview and participatory observation are adopted as the data collection method,the minimally invasive investment project of building management in H community is taken as the research case,H community is taken as the research field,H community micro-autonomous organization is taken as the research object,and the process of social work’s involvement in the cultivation of community micro-autonomous organization is analyzed from the perspective of empowerment theory.n the project estimation stage,social workers visited the courtyard and found that there were problems in the courtyard,such as lack of governance power,poor sense of participation of residents and lack of community trust,and formulated the project objectives according to the problems.In the publicity stage of the project,social workers promoted the minimally invasive investment project of the building through mobilization meetings,launching ceremonies and online publicity,attracting residents to participate and preparing for the establishment of community micro-autonomous organizations and the implementation of minimally invasive investment project.In the establishment stage,social workers set up community micro-autonomous organizations by transforming old volunteer teams and exploring residents’ backbone.In the organizational enhancement stage,social workers enhance the community micro-autonomous organizations from the three levels of individual,organization and community,promote the growth and development of community micro-autonomous organizations,and lay the foundation for community micro-autonomous organizations to independently carry out minimally invasive investment projects.At the stage of organizational independence,social work professionals are withdrawn,making micro-autonomous community organizations carry out projects independently to prevent dependence on social work.In the project evaluation stage,the effect of social work’s intervention in the cultivation of community micro-autonomous organizations is evaluated as a whole,and the function of community micro-autonomous organizations in building governance is demonstrated.By analyzing the cultivation process of H community micro-autonomous organization,this study draws the following conclusions:The process of social work’s involvement in the cultivation of community micro-autonomous organizations is mainly divided into six stages:there are some problems in the process of social work’s involvement in the cultivation of community micro-autonomous organizations,social workers need to take countermeasures to solve the problems of community micro-autonomous organization cultivation,social work plays an important role in the process of community micro-autonomous organization cultivation from the perspective of empowerment theory and the common needs of residents It is the driving force for community micro-autonomous organizations to participate in building governance.Finally,the author concludes that there are still deficiencies in this study,and proposes measures such as appropriately increasing the number of cases,integrating quantitative research methods into the research process,and appropriately increasing the time and frequency of participatory observation to help improve future research on the involvement of social work in the cultivation of community micro-autonomous organizations.
