Opportunities,Dilemmas And Strategies:A Study Of Social Work Service Practice In The Protection Of Minors

The protection of minors is related to the future of the country and the hope of the nation,and has always been a major concern for the Chinese government and all sectors of society.In recent years,the Chinese government has introduced a series of policies and regulations to continuously strengthen the protection of minors.Social work professionals and social workers are tasked with protecting minors.This study is based on the pilot area of W County,Shandong Province,in the pilot project of building a child care service system.Based on the theory of welfare pluralism,it discusses the opportunities,difficulties,and improvement strategies faced by social work in the practice of minors’ protection services.Firstly,by understanding the current situation and experience of social work in the practice of minors’ protection services,it is necessary to clarify the policy opportunities and service practice exploration effectiveness of social work in minors’ protection work;Secondly,further analyze the difficulties faced by social work in the protection of minors,as well as the influencing factors behind the difficulties;Finally,based on the above discussion,strategies are proposed to effectively improve the effectiveness of social work in service practice in the protection of minors.Research shows that social workers play an important role in establishing a service system for safeguarding the rights and interests of minors.However,there are still some obstacles that have caused social work to fall into difficulties in the practice of minors’protection services.The main influencing factors are the following two aspects:firstly,the development of the service system of social work itself in minors’ protection services is not perfect,mainly manifested as insufficient specialization of social workers and lagging service concepts;There is a single source of service funding,a lack of talent incentive mechanisms,and a lack of social work supervision and effective service evaluation mechanisms.Secondly,the external support for social work participation in the protection of minors is insufficient,there is a lack of clear institutional norms to guide social work services,the government’s overall coordination function is malfunctioning,there is a lack of effective interaction among multiple entities,and the overall development level of social work profession is not high.Therefore,the practical improvement strategies of social work in juvenile protection services should be carried out from two aspects.Firstly,improve the service system of social work in the protection of minors,enhance the effectiveness of social work in the protection of minors,and enhance the talent quality of social workers in the protection of minors;Secondly,establish a diversified welfare system for the protection of minors,fully leverage the government’s overall function in the protection system,cultivate multiple subjects for social work service evaluation,and coordinate the interaction mechanism between multiple welfare subjects.Create a social atmosphere that respects and protects minors,and truly achieve the goal of protecting minors.
