| Government departments cooperate with education and training institutions to carry out vocational education and training for retired soldiers is an important way for retired soldiers.In recent years,the state has formulated relevant policies and regulations and invested a large amount of funds to carry out education and vocational training for retired soldiers,which has promoted the development of education and training.In order to successfully complete the employment and placement work of retired soldiers,it is necessary to strengthen the importance of vocational education and training,effectively improve the results of vocational education and training,help them adapt to the pace of rapid social development and employment situation as soon as possible,and put into the living and working environment different from the army.This paper referred to a large number of policies and regulations,consulted the relevant research on vocational education and training of retired soldiers through How Net,VIP and other database platforms,and summarized after analysis and induction.Firstly,on the basis of defining relevant concepts,this paper vertically combs the historical development of employment,education and training of retired soldiers in China.Secondly,it makes a horizontal combing by comparing the foreign vocational education models.In addition,this paper makes an empirical analysis on the collected effective questionnaires,and presents the basic situation,training duration,training courses,employment,income and satisfaction of the demobilized soldiers through the data.On the basis of text analysis,data analysis and interview data analysis,this article analyzes the problems in the implementation of policies for retired soldiers’ employment and vocational education and training and the reasons behind them.The main problems are as follows: lack of authoritative legal and regulatory protection,Policies and regulations are delayed and lack pertinence;employment and education and training policies and regulations are not sound enough;government-level policies are not implemented in place;the subjective initiative of retired soldiers to participate in education and training is insufficient;the education and training process is not scientific enough;the employment situation is severe.Finally,this paper puts forward some suggestions to improve the effect of vocational education and training of retired soldiers,improve the supporting laws and policies,increase the investment and strengthen the supervision mechanism on the basis of introducing the support of social workers;Social workers are involved in the implementation of the education and training policy for retired soldiers;Social work institutions assist government departments and educational institutions to carry out all-round vocational skills training. |
