Research On The Evolution Of Substantive Operation Ability Of Individual Sports Associations Of County Region In Southern Jiangsu Province

social organizations,and clarify their goals and requirements of development.Under this big background,further promotion of the entity reform of individual sport associations in favor of promoting the modernization of the sports national governance systems and governance capacity,strengthening the national strategy of national fitness,realizing the individual sport associations autonomy according to law,expediting the process of the transfer of governmental function,to form the overall advantages of the coordinated development of the government,society and other subjects in the future.In June 2019,the National Development and Reform Commission and other 10 ministries and commissions jointly issued the Opinions on the implementation of the reform of separate trade associations,chambers of Commerce from administrative organs,and put forward the requirements of "five separations" and "five norms" for the reform of separation.At the same time,it is clear that at the end of 2020,the reform task of separating national trade Associations is basically realized.Under the influence of the traditional sports management system,the survival and development of the county-wide sports associations depend on the government,which leads to the occurrences of the association’s strong administrative color,the serious thought of "waiting,wanting and relying",and the Unclear distinction between management and handle.Whether the county-wide individual sports associations have the ability of substantive operation ability at present,how to improve the county-wide individual sports associations’ ability of substantive operation will become the current and the next stage of China’s sports system reform universal concern and theoretical research hot issues.Based on this,this paper takes substantive operation ability of individual sports associations of Sunan county region as the research object,the theory of service-oriented government,collaborative governance theory and organizational change theory as the theoretical basis,comprehensively use literature data method,Delphi method,ahp method,mathematical statistics and case study method to study the substantive operation ability of individual sports associations of county region and other main problems.On the basis of consulting and analyzing the relevant documents,policies and regulations,explain the evolution of the policy environment of the substantive reform of individual sports associations,build evaluation system of substantive operation ability of individual sports associations of Sunan county region,Investigate the current situation of the substantive operation ability of individual sports associations of Sunan county region,expounds the problems existing in the operation ability of the individual sports associations of Sunan county region,and puts forward the strategies to promote the substantive operation ability of individual sports associations of Sunan county region.The study conclusions:(1)Based on the theory of service-oriented government,collaborative governance and organizational change,the investigation of the entity operation ability of county-wide individual sports associations is mainly carried out from three aspects:the Standardization of rules and regulations,substantive of basic resources and independent operation entity,The standardization of rules and regulations mainly includes indexes such as leading ability of Party construction,autonomy ability according to law and supervision ability of associations and other indicators;Substantive of basic resources mainly includes human resource ability,economic substantive ability and other indicators;The entity of independent operation mainly includes the ability to provide professional services,and the ability to coordinate with the government and the market and other indicators.(2)At present,the substantive operation ability of individual sports associations of Sunan county region do not have the ability of substantive operation.Specifically,the development level of different associations in different operating capabilities is uneven.On the whole,the ability of human resources,economic entity and coordination with the government and the market are relatively weak.(3)There are the following problems in the substantive operation ability of individual sports associations of Sunan county region:The operation mechanism is not standardized;Lack of effective supervision and management;Lack of economic and human resources;the coordination ability of the association is insufficient.(4)The following suggestions are put forward in view of the problems of the substantive operation ability of individual sports associations of Sunan county region:Standardize the operation mechanism and complete the corporate governance mechanism;Perfect the supervision mechanism to realize the two-way linkage between the internal and external supervision of the association;Build a multi-party interaction and cooperation mechanism to enhance the association’s economic and human resources capacity;The relationship between the government and the association should be clarified to enhance the coordination ability of the association.
