Optimization Research On The Power Operation Of Individual Sports Association Under The Legal Perspective

The rule of law is the most critical and fundamental task of building a powerful sports country.It is also the most prominent and distinctive feature of The Times in building a modern socialist sports country.It is also the internal pursuit of building a harmonious society and practicing the rule of law.As an important part of social groups and organizations,individual sports associations are also an important form of organization for citizens to participate in sports activities.In order to achieve stable,sustainable and healthy development,it is necessary to follow the road of rule of law.The rule by law construction of individual sports association is not only the practical starting point of practicing the concept of "rule by law",which is of great practical significance to the modernization of our sports governance system and governance capacity.As the core concept of modern jurisprudence,power has its unique significance in many fields such as law,politics and sociology.The movement of the power of the individual sports association is the key to the development of the individual sports association,and is also an important part of the reform and governance of the individual sports Association.However,there are many problems in the power operation of the current Chinese individual sports Association,which makes it difficult to play its due role.Based on this question,this study probes into the question of the power operation of individual sports,which provides the way to improve the efficiency of the power operation of individual sports association.Firstly,this study analyzes the power operation of Chinese individual sports association by means of documents and interviews with experts,and draws the following conclusions:Individual sports association is responsible for the management of Chinese individual sports competition,which has independent legal status.Its legal sources mainly include administrative entrustment,legal authorization and contract between members.The content of its power mainly includes the right of normative formulation,the right of daily management,the right of disciplinary punishment and the right of dispute settlement.The power operation of individual sports associations has gone through the stages of establishment and exploration,materialization and decoupling.The characteristics of power operation of individual sports associations have gradually changed from government administration to ‘project and center’dual management,and then to independent governance of individual sports associations.Then,using the logical analysis method,it summarizes the achievements achieved by the individual sports associations in the power operation,such as: undertaking the transfer of government functions,providing the local sports public service;It has activated the potential of sports market and boosted the growth of local sports economy.It meets the demand of the masses for sports and realizes their yearning for a healthy life.At the same time,there are also some common problems in the operation of the individual sports association,which mainly include:the rule of law of the individual sports association is not perfect,the power boundary of the individual sports association is not clear,the power structure of the individual sports association is not clear,the power operation of the individual sports association is not smooth,the power resources of the individual sports association is not balanced,and the power supervision of the individual sports association is not perfect.Finally,aiming at the problems arising in the power operation of individual sports associations,this study proposes optimization strategies for the power operation of sports associations,including perfecting the rule of law system,clarifying the power boundaries,adjusting the power organs,standardizing the operation procedures,integrating power resources,and improving the supervision system.And taking the power operation of Chinese Football Association as a case study,through the analysis of the development status and problems of its power operation,and then construct the optimization path of the power operation of Chinese Football Association.
