| The policy of "double reduction" is an important policy issued in response to the excessive internalization of the compulsory education stage and the comprehensive implementation of the fundamental goal of establishing morality and cultivating people.Its proposal and implementation put forward more stringent requirements for the talent training in primary and secondary schools.According to the requirements of the "double reduction" policy,primary and secondary schools across the country will generally carry out after-school services.While taking after-school services as an extension of classroom teaching,they will also further promote the multiple burden reduction of students and their parents.Therefore,the "double reduction" policy and the general development of after-school services in primary and secondary schools undoubtedly have a very important value and significance at present.However,whether the relevant requirements of the "double reduction" policy for after-school services in primary and secondary schools can be truly implemented depends on the local government to accelerate the construction of a set of effective regulatory mechanisms,that is,to make after-school services in primary and secondary schools from conception to real implementation.H city has carried out specific practice of after-school services in some primary and secondary schools before the introduction of the "double reduction" policy,and has actively promoted the implementation of after-school services after the "double reduction" policy.However,more and more problems have been exposed in specific practice,which needs to be strengthened to enrich the theoretical research on the implementation of after-school services under the background of "double reduction" at the theoretical level.At the same time,the introduction and popularization of the "double reduction" policy is nationwide.Taking the after-school service supervision practice in H city as the research object,exploring the after-school service implementation plan with H city characteristics can also provide good reference and guidance for other places in China to implement the "double reduction" policy and carry out after-school services in primary and secondary schools.This paper comprehensively uses three research methods,namely literature research,case analysis and questionnaire survey,to systematically explore the supervision of after-school services in primary and secondary schools in H city under the background of the "double reduction" policy.Through field research,it is found that there are undoubtedly some problems in the strict implementation of the "double reduction" policy in H city’s existing after-school services for primary and secondary schools.The outstanding performance is that after-school services have changed from "voluntary" to "forced",after-school service satisfaction needs to be improved,after-school service content is single and the quality is not high,after-school service management is relatively weak,and after-school service fund management is not standardized.It is obvious that the existence of this series of problems affects the majority of parents and the public’s understanding of the "double reduction" policy and after-school services in primary and secondary schools.In this regard,on the basis of in-depth analysis of the reasons behind this series of problems,we need to actively explore the construction of the guarantee mechanism for free choice of after-school services,establish and improve the after-school service evaluation system,enrich the after-school service content and strengthen service quality management,form a collaborative management pattern,strengthen management and improve the standard use of funds,and implement a series of measures,The after-school services in primary and secondary schools under the background of "double reduction" were effectively implemented and achieved results. |
