| Rural teachers are the foundation and support of rural education.Due to historical and realistic reasons,rural teachers have always been a restrictive factor for the high-quality development of rural basic education.In order to effectively strengthen the construction of rural teachers and solve the problems of insufficient sources and unreasonable structure of high-quality teachers in rural areas,since 2006,the state has implemented a special post plan for school teachers in rural compulsory education in the central and Western regions(referred to as the "Special Post Project").In 2009,the "Special Post Project" began to be implemented in Hunan Province.As the first batch of counties in Hunan Province,the "Special Post Project" has been implemented in Pingjiang County for 13 years.The implementation of the plan has met the actual needs of the construction of rural teachers to a certain extent,optimizes the structure of rural primary and secondary school teachers.It has played a positive role in promoting the balanced development of urban and rural education in China and realizing educational equity.Taking Pingjiang County as a case,this thesis reviews and combs the implementation of the "Special Post Project" in a county in 13 years by means of literature research and interviews.The survey found that: the implementation of the "Special Post Project",alleviating some issues such as the age structure,academic structure and discipline structure of Pingjiang rural teacher team,narrowing urban and rural education gaps,realizing innovation and management mechanism of rural school teachers.However,with the new era of urban and rural education development by basic balanced,the demand for rural teachers has changed from "food and clothing" to "nutrition",the rural teacher team added to the quality and structure,and the implementation of the "Special Post Project" also has new situations,facing new problems.However,from a practical point of view,as a special supplementary policy for rural teachers under a specific background,the "Special Post Project" deserves further improvement both in the policy itself and in the implementation of the policy.For example,the assessment of candidates’ rural teaching quality is not strict enough,which affects the quality of teachers’ employment;the sense of belonging and educational adaptability of teachers are not paid enough attention to,which affects teachers’ willingness to stay in school;the loss of special post teachers affects the stability of the teaching staff.How to comply with new demand for new era,constantly improve the "Special Post Project" in practice,effectively improve the effectiveness of this policy,is a realistic issue that is urgent to strengthen the construction of new era rural teachers.On the basis of empirical investigation,this thesis focuses on the perspective of educational administrators,and combines with my practical experience of participating in the recruitment and management of special post teachers for many years,this thesis analyzes the far-reaching impact of the implementation of the "Special Post Project" on the development of rural basic education.This thesis explores the reasons for the implementation of the "Special Post Project",and puts forward some thoughts on improving the "Special Post Project" from two dimensions of policy improvement and policy implementation optimization.While analyzing research on the implementation effect of Pingjiang County’s "Special Post Project" policy,as an educator also expresses an affectionate expectation of strengthening rural teachers’ teams,especially promoting the revitalization of rural economy with high quality education. |
