| With the acceleration of industrialization and urbanization in Zhejiang Province,the number of migrant workers employed in the field of public works construction in Wencheng County is increasing day by day.On the one hand,migrant workers have become a major force in promoting the development of public works construction.On the other hand,the problem of wage arrears for migrant workers in the field of public works construction has become increasingly prominent.After the hard work of migrant workers,it is difficult to effectively protect the rights and interests of wages,which affects the harmony and stability of the society.First of all,through literature research and questionnaire surveys,to understand the current situation of the governance of migrant workers in the field of public works construction in Wencheng County,and to analyze the existing governance such as "contracting management",non-standard enterprise employment management,"malicious wage-seeking" and other governance difficulty.Secondly,comprehensively using the theory of responsible government and collaborative governance,from the main subjects such as government departments,employers and migrant workers,it is concluded that the existing government responsibilities are not implemented in place,the cost of illegal violations by employers is low,and migrant workers have low awareness of the legal system.The reason for the unmanageable wage arrears.Finally,this paper puts forward four governance countermeasures that are in line with the actual situation of Wencheng County,including improving the legal punishment system,improving the efficiency of government governance,establishing a long-term management mechanism,and increasing the intensity of publicity services.Through this research,targeted countermeasures are put forward in line with the actual situation of unpaid wages of migrant workers in the field of public works construction in Wencheng County,which provides a theoretical reference for Wencheng County,which is of great significance to better safeguarding the legal rights and interests of migrant workers and promoting social harmony and stability,has important practical guidance advice. |
