A Study Of Digitally Empowered Rural Community Governance From The Perspective Of Social Work

Rural revitalization,proposed as a major strategic goal in the 19 th National Congress of the Communist Party of China,requires effective rural governance as a crucial prerequisite.In recent years,the rapid development of digital technologies has provided new possibilities for rural governance,and the construction of digital rural areas has become an important component of rural revitalization.Digital technologies such as the internet,big data,and blockchain play important roles in promoting modernization and precision of rural community social governance,attracting extensive attention from all sectors of society.It can be said that digital technologies have become one of the key driving forces for achieving the goal of "effective governance" in rural communities.Therefore,leveraging digital technologies to achieve effective rural governance has become an inevitable trend in rural community governance,which is of great significance for the implementation of the rural revitalization strategy.Against this background,this study intends to explore the role and functions of digital technology in empowering rural community governance and public services from a social work perspective.It analyzes the impact of digital technology on rural community governance and provides experience and reference for the digital transformation of public services in the face of rural governance dilemmas such as population aging and village hollowing out,as well as the participation of social work in digital rural community governance.Through participatory observation,interviews,and questionnaires,this study takes R village in Qichun County,Huang gang City,Hubei Province as an example to analyze the current situation and dilemmas of community governance and public services in the area,as well as the process and effectiveness of digital technology empowering community governance in R village.It also analyzes the role and functions of the integration of social work and digital technology in rural community governance and explores the process and effectiveness of social work participation in rural community governance relying on digital technology.The study found that the application of digital technology in rural community governance and public services not only improves information transparency,reduces information asymmetry,and enhances the level of public resource supply,but also perfects the mechanism for preventing and resolving conflicts,builds a communication and consultation platform for community governance subjects,and thus facilitates effective rural community governance.The study shows that the empowerment of digital technology enhances the participation of social work in rural community governance,which helps various governance subjects in rural communities to strengthen collaborative cooperation,effectively integrate various community service resources,and increase forms and channels of co-construction,co-governance,and sharing,enrich self-help and mutual aid methods,and address the dilemmas of population aging and village hollowing out,continuously improving the effectiveness of rural community governance.In summary,digital technology empowers social work to participate in flexible and diversified rural community governance,which is conducive to achieving effective rural community governance.
