Research On The Development Path Optimization Of Social Work Industry Association From The Perspective Of Cooperative Governance

In the process of social transformation,social work has become the main force of social construction and governance.With the rapid growth of social work talents and institutions,local governments have entrusted social work industry associations to manage and serve local social work affairs.Social work industry association has gradually become the driver of industrial policy development,the spokesman of social workers and social work institutions,and the sensor of social needs,which plays an important role in the specialization,professionalization and localization of social work.However,due to the immature development of social work industry and the imperfect governance mechanism of the association,social work industry associations are facing more and more deep-seated problems in the development process,such as strong administrative color and insufficient organizational capacity.Cooperative governance theory is an important theoretical basis for the study of social organization activities.It focuses on the reconstruction of the relationship between government and non-governmental organizations,and emphasizes the participation of multiple governance subjects,the establishment of network governance relationship and the governance mode of cooperation and consultation.The theory of cooperative governance is of great guiding significance to optimize the governance mechanism,standardize the industry order,and create a social governance pattern of CO governance,co construction and sharing.Therefore,taking s Association as an example,this paper introduces the theory of cooperative governance into the specific practice of the operation of social work industry association,and makes a theoretical analysis of the connotation and element characteristics of cooperative governance.Through participating in observation,interview and other methods,this paper analyzes the governance logic of social work industry association from two aspects of multiple interaction and diversified governance mechanism,probes into the dilemma of "governance failure" of social work industry association under the state of cooperative governance,and summarizes three factors that affect the governance performance of social work Industry Association.Actively learn from the advanced experience of social work industry associations in other regions,and provide ideas for optimizing the development of social work industry associations from multiple perspectives.Besides the introduction,the chapter is divided into four chapters.The first chapter explains the connotation,core elements and basic characteristics of cooperative governance theory,deeply discusses the important functions of social work industry associations in social governance,considers that the multi-agent relationship network and capacity-building are the key to the governance of social work industry associations,and puts forward the necessity of introducing cooperative governance theory into the operation of social work industry associations.The second chapter takes s Association as an example to sort out the governance logic of social work Industry Association.Taking the multi relationship network of governance subjects as the starting point,this paper describes the common governance between the social work industry association and its stakeholders from the perspective of cooperative governance,including the embedded governance of the government,the autonomous governance of the members and the cooperative governance of the society,and makes a specific explanation and analysis in combination with the social work practice base project of the students of sAssociation.In the process of interaction with various governance subjects,flexible governance mechanisms such as communication and consultation mechanism,supervision and restriction mechanism can promote the effective play of the governance function of industry associations.The third chapter discusses the social work industry association in the state of cooperative governance,which is easy to fall into the dilemma of "governance failure",and the problems of weak legal basis,imbalance of relationship network and lack of endogenous power.In the fourth chapter,aiming at the common governance failure problems,on the basis of the excellent governance experience of Taiwan social work professional association,Shenzhen social work industry association and Shanghai Pudong New Area Social Workers Association,the author tentatively puts forward the suggestions for optimizing the development path of local social work industry association,clarifying the dominant position of governance,building a multi governance network and strengthening it Governance capacity building is the strategy to promote the sustainable development of social work industry associations,and constantly promote social work industry associations to "good governance".
