China’s social welfare system in the new era is undergoing changes,and social work has played an important role in many areas of serving the people.In China,social work institutions in the past were non-profit private non-enterprise units.Since 2019,township(street)social workstations have begun to be set up and organized and operated by township(street)and other grass-roots governments nationwide.On the basis of a comprehensive review of the relevant policy documents in the past three years,the development positioning and work functions of China’s township(street)social workstations are first summarized and clarified,and the policy objectives of the construction of township(street)social workstations in China are analyzed from the perspectives of improving community governance and supplementing community services.Secondly,taking the theory of resource dependence as the starting point,starting from the four aspects of remedial services,support services,preventive services and development services,and combined with three different types of operating modes,the service mechanism and operation effect of township(street)social workstations are systematically analyzed.Third,the paper takes the degree of achievement of policy objectives as the benchmark for measuring the operational effect,and compares and analyzes the three operating modes of the current township(street)social workstations.The analysis shows that the social workstation entrusted to the operation of a third party does not highlight the professional advantages,but the social workstation operated by the government has the best service efficiency,the third-party social organization undertakes the operation mode service efficiency second,and the hybrid operation mode has the worst service efficiency.The study found that the key factors leading to the poor effectiveness of the latter two services are insufficient community mobilization capacity and lack of professional service personnel.Finally,based on the above research results,targeted recommendations are proposed. |
