Under the mode of co-construction and co-governance and sharing of "pluralistic governance ",residents’ participation has always been a dilemma,and community mobilization is the beginning of encouraging residents to participate and an important process to improve the level of community autonomy.As an example,this paper studies the community mobilization in the practice of D Community Construction Project.D the community has the characteristics of large community population mobility,low sense of identity and its "exclusive" political ecology and governance structure,how can social workers mobilize in this field to meet the needs of residents and their own assessment indicators?This paper studies community mobilization based on the service concept,work goal and development strategy of the regional development model widely used in community social work.Based on the elements of community mobilization,this paper analyzes the behavior choice of social workers and the behavior logic behind community mobilization,and analyzes the predicament from the social worker’s environment.The study found that: social workers adopt integrated social work methods to provide services to the community,which is conducive to social workers and residents to build trust and integrate into the community;because of the existing community social structure,the original resources in the community are difficult to be integrated and linked by social workers,emotional mobilization is still the main way of mobilization,but because of the limited project cycle,community identity is gradually weakened when not shaped,in the absence of institutional support,emotional mobilization itself makes the effectiveness of community mobilization can not be maintained;The horizontal connection emphasized by the technical support path in the regional development model will be suppressed or even directly replaced by the vertical communication led by the administration.
