At present, China Society is just in the acceleration period of social transition and the profundity adjustment period of interests'pattern, the social contradictions are highlighted, the social anxiety is deepened, the demands of public opinion expression and legal rights protection are becoming more and more intensity. However, due to the social compensatory mechanism is not perfect, people has narrow channel and site to release their emotions and dissatisfactions, therefore, the Internet becomes an important channel for people to express and appeal their interests. Upon its particular medium characteristics, Internet has been used as one of the carriers and means to carry on mobilization by the nongovernmental organization or personal.The social mobilization through Internet is a kind of new social mobilization form in the new era, which not only reflects the social contradictions and social problems during the period of transition of China, but also provides a kind of convenient and effective ways and means for public participation in politics. As a double-edged sword, it has dual roles both of active and negative effects, which has deeply affected all aspects of social life, carrying on the comprehensive theory discussion on social mobilization through Internet will not only help us to deepen their recognition of the essential, but also help us to carry on rational guidance and reasonable utilization. Based on the background of information age and social transition, this paper systematically elaborates the concept, elements, types, characteristics, forming rules and social effects etc. of the social mobilization through Internet, analyzes the roles and effects of the three different actors– government, medium and netizens in the social mobilization through Internet, and puts forward corresponding countermeasures and provisions on how to face and reply the social mobilization through Internet.The social mobilization through Internet is a process that the mobilization main body carries on organization and propaganda to a particular event in network space by means of such a special tool– Internet, which is in order to achieve a certain purpose to attract the netizens gathering and to form congregation on the Internet or in real life. The social mobilization through Internet usually carries on organization and execution by issuing information through website, forum, blog and chatting tools etc. The social mobilization through Internet includes 4 basic elements: mobilization's main body, guest, mode and topic. According to different main bodies, the mobilization can be classified into 3 types including government mobilization, medium mobilization, personnel and organization mobilization. According the characters, it can be classified into conflict type mobilization and consensus type mobilization; according to the event's occurrence attribute, it can be classified into real life event mobilization and Internet event mobilization. Except the common features of general social mobilization, the social mobilization through Internet also has its own unique characteristics: high anonymity of main body, wide coverage of mobilization target, low space and time limitation of mobilization activity, strong interaction among the participants, easy accessibility of public recognition etc.The social mobilization through Internet can be caused by many factors, it has extremely special regulations in the development process and its formation period, it is highly associated with the interests factors, the extent of participation and its width and depth are influenced by the regional difference, level difference and mobilization topic difference respectively, while the effects of mobilization are influenced by the government's attitude, among them, the mobilization involved nation interests & security and the public safety are liable to cause the participation of the whole nation. The social mobilization through Internet has dual effect in real life, on the one hand, it has the active effects including full expression of public opinion, event solving promotion, democratization process promotion, and national cohesion improvement etc.; on the other hand, it has the negative effects including inducing the social conflict, breaking the socioeconomic order, infringing upon people's legal right, and making convulsions etc. We should look into it with dichotomy method, carrying on reasonable guide and exerting its active effects as well as avoiding its negative effects.There are 3 different actors in the social mobilization through Internet: government, medium and netizens, they are acting different roles and exerting different effects. It is beneficial to the development of social mobilization through Internet towards the rational and healthy direction if the relations among the three actors can be correctly recognized and handled.In view of the social development is effected by the social mobilization through Internet, we should adopt the scientific and reasonable countermeasures in practice, specifically, the right response of the social mobilization through Internet should follow the following aspects: firstly, it should attach great importance to the role of the social mobilization through Internet, the active effects should be recognize and the negative effects should not be ignored, the advantages should be drawn on and the disadvantages should be avoided; secondly, the laws and regulations related Internet should be worked out and perfected, with the strict legislation and law execution regulate the activities of netizens; thirdly, the supervision of the public opinion on the Internet should be strengthened. The cooperative supervision should be implemented by both government and industry with the priority of industrial supervision and complementary of government forcing; fourthly, democratization process construction should be promoted. The network politics participation action should be regulated, the interests expression mechanism should be unclogged, the people's right to learn the truth should be guaranteed, and the government's credibility should be improved; fifthly, to guide the social mobilization through Internet, the mechanism of press spokesman should be implemented, the policies discussion through Internet should be promoted, the active Internet mobilization should be supported and the negative mobilization should be anti-mobilized; sixthly, to establish a reasonable mechanism of Internet mobilization. It should strengthen the management and control to the Internet officially, to improve the Internet functions of the public organization, to innovate the operation form of Internet mobilization, to promote the dynamic combination of complex mobilization modes; lastly, there should improve the comprehensive quality of netizens. There should strengthen their legal consciousness and responsibility consciousness, to improve their information treatment ability.The social mobilization through Internet is a dynamic process, we should further research its intrinsic forming power and mechanism, and continue to explore the tried and true methods to make the social mobilization through Internet to be the powerful tools which can release the public opinion, promote the social development and construct the harmonious society.
