Research On The Cultivation Of Social Capital In The Old City Under The Strategy Of "Social Work And Charity"

Since the reform and opening up,the unit system has gradually weakened and even disintegrated,turning "unit people" into "community people".The government’s control over grass-roots communities has begun to weaken.The role of community residents,social organizations and mass organizations in community development has been paid more and more attention,and China’s community construction has shown new characteristics.As one of the main bodies of community governance,social work plays a more and more prominent role in community construction.With the development of economy,social construction can not keep up with the pace of economic construction,as well as the disadvantages brought by the market economy.The indifferent relationship between residents in the community,neighborhood contradictions and conflicts,and weak community consciousness all restrict the further development of the community.How to rejuvenate the old urban area has become an important problem in community construction.It is worth thinking about how to give full play to the advantages of social work to solve the difficulties faced by the old urban area.Although social work institutions have helped solve some problems after entering the community,due to limited resources,there is an urgent need to link multi-party resources.The "social work and charity" strategy implemented by Guangzhou in recent years can make up for the lack of external resources of social work,and can make good use of the advantages of social work and public welfare charity to help stimulate the vitality of the old urban area.This paper takes the social capital theory as the research framework,and conducts field investigation through participatory observation and structural interview.Taking six communities in B Street of Guangzhou as the research object,this paper deeply analyzes how the street social work station establishes a cooperation mechanism with charities to solve the problem of social capital cultivation in the old urban area after the social work and charity strategy of Guangzhou comes out.The study found that with the support of streets,neighborhood committees,residents and charitable organizations,B social work station mainly cultivated the community of B Street from three aspects: expanding community relationship network,enhancing community trust and improving community norms.Under its service,at the level of relationship network,the relationship between community residents and community neighborhood committees,grass-roots party organizations and charitable organizations has increased,and community residents pay more attention to community affairs and community activities;At the level of trust,cognitive trust and interpersonal trust are significantly enhanced;At the normative level,community norms are further improved,the corresponding systems are constantly improved,and the community’s own management norms are becoming more and more reasonable.However,there are still some deficiencies,such as strong dependence on community self-organization,insufficient ability to integrate charitable resources,weak community awareness,lack of charitable cultural atmosphere,conflict between legal order and human relations,conflict between government system norms and social forces,etc.
