A Study On The Influence Of Charity Law On The Development Of Social Work

One side,charity emerges new features:the main body of the donation has become diversified,the donated property has become diversified,and the way of donation has changed which turned to online donations.On the other side,charity scandal let the public welfare into the position about tacitus trap.All kinds of phenomena promote the introduction of "Charity Law" in 2016.1n this context,this study attempts to analyze the legal highlights,analyze its positive significance and shortcomings,and study the impact of charity law on the development of social work,trying to awaken the social work industry immersed in cheering in order to remind the public to stay awake and face the challenges that social work may encounter.The research mainly adopts the literature method and the interview method.The author who studies on the basis of the development of social work studies the research results of the experts and scholars,as well as the sharp comments of the newspapers and periodicals.In addition,the author interviewed the relevant members of the social work institutions.Then,the author introduced the significance and challenges for detailed information from a number of angles on the "Charity Law".The study found that:the focus of "Charity Law,is charity fund-raising,charity trusts,property regulations,information disclosure regulations,tax regulations and regulatory regulations which introduction is conducive to the standardization of social work and definitude of government responsibility and equity of social work industry and ultimately promote the process of building the rule of law.However,the order of the legislation and some of the regulations of the Charity Law are still controversial,and some of the provisions is very strong in the style of management.From its object of regulation,some social organizations are excluded,showing the characteristics of selective development.In short,the implementation of the law still depends on supporting legislation.The study shows that the introduction of "charity law" has a binding effect on the development of social work.Its promotion function is embodied in the "direct registration system,the release of public offering qualification,the acquisition of tax incentives,the fairness of tax exemption,the standardized operation of information disclosure,the country's financial policy support,education and publicity "and so on.In particular,The introduction of "charity law" makes the development of social work follow the law;its promulgation is conducive to promoting the standardization,specialization and professional development of social work;it's introduction is conducive to the birth of social work institutions,guarantee the institutions flexible operation and open mechanism to exit;it is conducive to promoting the employment in the field of social work;also to a certain extent conducive to social work institutions to maintain independence;the same time,the promulgation of the law plays a role to educate the public and promote social work institutions to participate in social governance.However,when we are encouraged by the growth of social work institutions,we must pay attention to the challenges faced by social work institutions.We should promote the popularization of charitable law in the field of social work and improve the awareness of charity law in social work.We should be concerned about the expansion of the organization and the economic development.We must face the social work industry internal competition and development imbalance.It is aware of the changes in the ideological awareness,the level of business and the professional ability caused by the introduction of the law.At the same time,we should think about the "independence" of social work institutions.I believe that social work agencies should be aware of the significance and challenges about the introduction of "Charity Law".In this institutional environment,the social work industry should learn from the market,and strive to improve the efficiency of institutions,taking the scale,saving,professional,standardized development path,achieving regulation,management,supervision according to the law,and ultimately promoting the ecology of the entire social industry.
