The national "double first-class" construction has set off a new round of higher education development competition,and emerging innovative cities have joined the "arms race" to develop quality higher education.The key to the competitiveness of cities in the future lies in talents,and talents depend on the quality higher education resources and the structure of higher education in cities with rich types and sound systems.With the need for upgrading of urban economy and industry and the shift of the center of gravity of China’s higher education system,emerging innovative cities are bursting with strong demand for higher education development and have higher motivation to promote the development of quality higher education and revitalize their higher education systems.This study takes Shenzhen,Qingdao and Ningbo as case studies,and based on the policies and initiatives of these three emerging innovative cities to develop quality higher education,we conclude that the development paths of quality higher education include introducing high-level off-site universities from the mainland,establishing Sino-foreign cooperative universities,building special colleges and new high-level research universities,and mainly focus on the five The purpose of this study is to analyze each development path,and to provide a reference for the development of quality higher education in new innovative cities in China.Based on the interaction between cities and higher education,we analyze the exogenous and endogenous drivers for the development of quality higher education in emerging innovative cities.Moreover,it is found that under the dual impetus of exogenous and endogenous dynamics,emerging innovative cities provide material and policy resources to promote the development of quality higher education,and quality higher education provides scientific research results and high-quality talents to emerging innovative cities based on the economic and social development plan of the cities,which closely fits the needs of industrial development and upgrading.The two sides can achieve mutual benefits and win-win situation by linking resources and promoting two-way leveraging of resources.Through the interview and survey,it is concluded that the scale of higher education in Shenzhen,Qingdao and Ningbo still lags behind the economic development level of the cities,the structure of higher education is unreasonable,the development of high level universities in the Mainland is limited,the growth of private institutions is insufficient and the construction of faculty lags behind.In this regard,combining the development paths and experiences of Shenzhen,Qingdao and Ningbo,this study focuses on the construction and development of city-based universities by paying attention to self-organization,strengthening top-level design,optimizing the system structure of higher education,promoting "strong interaction" between universities and cities,stimulating the innovative vitality of higher education,promoting the management system reform of universities,and enhancing the vitality of innovative subjects.The study proposes countermeasures for the development of quality higher education in emerging innovative cities in China in four aspects: strengthening top design and optimizing the system structure of higher education;promoting "strong interaction" between universities and cities to stimulate the innovative vitality of higher education;and promoting the reform of university management system to enhance the vitality of innovative subjects. |
