Currently,the development of pro bono VC programs is intensifying,but social work evaluation is gradually moving toward a Mc Donaldization of contingency in the context of project-based and technology governance.Third-party evaluation serves as an effective way to operate programs as a whole,but at present,there are relatively few studies on the unintended consequences of the emergence of third-party evaluation.Therefore,this paper investigates the social work evaluation toward Mc Donaldization,elaborates on its theory,practice imagination and unintended consequences,analyzes its causes and mechanisms,and puts forward relevant suggestions to improve social work evaluation in order to better promote the development of pro bono venture projects.This paper selects the case of Tianjin W District Public Welfare Venture Capital Project,combines Mc Donaldization theory,comprehensively analyzes the unintended consequences of social work evaluation,and explores the causes and mechanisms of its occurrence.First,the paper analyzes the theoretical and practical imagination of third-party evaluation in the context of Mc Donaldization theory,mainly in terms of two aspects of Mc Donaldization characteristics and the theoretical imagination of social work evaluation,and three aspects of the practical imagination of performancebased service goals,precise management strategies,and technical practice tools,in order to analyze the theoretical and practical imagination of third-party evaluation in the direction of the natural state of Mc Donaldization social work evaluation.Secondly,the analysis found some unintended consequences of third-party assessment,mainly including three aspects of virtualized service content(traceism,efficiencyism),blurred management strategies(multiple management barriers,identity ambiguity),and non-technical practice approaches(instrumentalist tendencies,administrativeization of needs assessment).Finally,on the basis of practical research and theoretical analysis,the five main causes and mechanisms of unintended consequences are explored: specific political context,government dominance,lack of professionals,poor assessment methods,and lack of regulatory mechanisms.This paper puts forward some targeted suggestions to address the above issues,mainly shaping the government-third-party mutual aid partnership,creating a lightweight third-party assessment model,optimizing the thirdparty assessment method,strengthening the application of third-party assessment results,enhancing the professional capacity of third-party assessment personnel,and strengthening the third-party assessment supervision system.It is hoped that through the study of the unintended consequences of moving toward Mc Donaldization of social work evaluation,the shortcomings of Mc Donaldization of third-party evaluation can be rationally understood and improved to further enhance the benign operation of public welfare venture projects and thus promote the sustainable development of social services and social organizations.
