| After years of reform and innovation in China ’ s education,private basic education has emerged since the early 1990 s and developed to this day.Non-profit private primary and secondary schools have become an important supplementary force in China’s basic education system.However,while private primary and secondary schools are springing up like mushrooms,their increasingly high tuition fees are also attracting more and more attention.For private primary and secondary schools that operate independently and are responsible for their own profits and losses,tuition pricing is the basis and premise for their stable and healthy operation.For students and their families,tuition pricing is inseparable from their family economic life.And this all depends on relevant government departments to determine scientifically and carry out standard management on tuition pricing.Therefore,H District of Shanghai city was taken as an example to study the current characteristics and potential problems of private primary and secondary school tuition pricing in China,which is the origin of this paper.In 1954,Samuelson,an American economist,established the theory of public goods,which believed that education was a quasi-public good.In Shanghai,the tuition standard of private primary and secondary schools is the government guidance price,which is examined and approved by the administrative department of prices in each district according to the application materials provided by each school.However,in reality,the basis of the price is not unified in all districts,and the evaluation standard is not rigorous.The collection of tuition fees has profound significance and long-term influence on the development of private education in China.While playing an important role,it may also bring some negative effects,especially the problems whether the tuition pricing is reasonable and whether it is compatible with the economic capacity of local residents,which are topics worth thinking about and actively discussing.Based on the data of education cost and charge standard of private primary and secondary schools in H district of Shanghai from 2016 to 2018 as well as specific price review cases,according to the laws and regulations related to private education and price supervision,with reference to the theory of quasi-public goods and progressive decision theory,and by applying the methods of policy analysis,cost accounting,data research,review and supervision,etc.,the factors affecting the private primary and secondary school tuition in the pricing process were analyzed in this paper to deepen the understanding of private school tuition pricing;also the current situation of private school tuition pricing was analyzed,the causes of the tuition pricing problems were sorted out,then corresponding countermeasures and suggestions to the private school tuition pricing mechanism were proposed,laying a theoretical foundation for the study of private primary and secondary school tuition price management,and the current research results of tuition pricing were supplemented.The study on the private school tuition pricing can help curb the excessive increase of private school tuition,reduce the burden on students ’ parents,improve and optimize the pricing mechanism,and further improve the quality and level of government price management.At the same time,a scientific and reasonable pricing mechanism can promote the long-term development of private education,facilitate the government to regulate as well as control financial policies,and optimize the allocation of educational resources.This is not only related to the sustainable development of education in China,but also one of the important conditions to advance the reform of education system. |
