| High-level talents are leading geese and the backbone of the talent team.In the new era and under the new requirements,it is of great significance to do a good job in the introduction of high-level talents and to build a team of high-quality professional cadres and talents in the new era,not only for realizing the great cause of the Party and the prosperity and strength of the country,but also for realizing the dream of the great rejuvenation of the Chinese nation.With the sound development of China’s social economy and the further transformation and upgrading of industrial and economic structure,in recent years,the governments at all levels of provinces,cities and counties have issued a series of relevant policy documents on high-level talent introduction,which have achieved remarkable results and accumulated experience and practices.However,in-depth analysis shows that there are still many problems in the specific implementation process of high-level talent introduction by local governments,which requires us to continue to explore and research in the process of practice and make improvements.At present,in order to promote the high-quality development of ChengduChongqing region,the state has put forward the development strategy of constructing Chengdu-Chongqing Double-city economic circle.Therefore,Chengdu-Chongqing two places need more high-level talents to gather here and contribute their wisdom and strength.The research area selected in this paper is Rongchang District,which is located at the Chengdu-Chongqing golden section and plays an important role as the core "connection point" of the Twin cities Economic circle.At the same time,Rongchang District is also in the critical period of economic transformation and development.,the introduction of high-level talents is related to the development of local economic undertakings and the construction of Chengdu-Chongqing Twin cities Economic circle.Rongchang District has always attached importance to the construction of high-level talent team.Since 2016,the District Committee and government first set up a talent leading group,and then issued a series of policy documents related to high-level talent introduction.Moreover,the District Committee and government introduced a number of high-level talents to industrial projects,social affairs,scientific and technological innovation,medical education and other aspects.The district Committee and government also accelerate the pace of talent introduction and education.The above measures provide strong talent support for the social and economic development of Rongchang and promote the social and economic development of Rongchang to a certain extent,but there are still some problems in the process of high-level talent introduction.In this context,this study takes the actual situation and relevant policies of high-level talent introduction in Rongchang District of Chongqing as the entry point,and takes the five categories of high-level talents including A,B,C,D and E in the high-level talent classification catalog of Rongchang District as the research object to conduct in-depth investigation and research on high-level talent introduction in Rongchang District.The first chapter of this paper is mainly specifically for prosperity area high-level talent introduction of research background and significance,this paper expounds the opinions of scholars both at home and abroad,research methods and the various methods and ideas of shortcomings.The second chapter is the theoretical elaboration,mainly summarizes the concept elements of high-level talent introduction in Rongchang District,human capital theory,as well as the basic aspects of the theory of hierarchy of needs.In the third chapter,the author summarizes the current situation of high-level talent introduction in Rongchang District as well as the specific measures of talent introduction by means of field interview and field understanding,and makes an in-depth analysis of its achievements.In chapter four,the author sorted out the results of the questionnaire and interview,and summarized a series of problems in the implementation process,such as,the high-level talent work ideology understanding is insufficient,high-level talent introduction is not strong,high-level talent introduction bearing environment is not good and so on.In the fifth chapter,the author mainly makes an in-depth analysis of the above problems,and summarizes the causes of the problems,such as insufficient attention to high-level talent introduction,high-level talent introduction policy formulation and implementation is not in place,talent introduction "soft","hard" environment restrictions and so on.Chapter six for the above problems and their causes,targeted put forward the view of scientific talents from the aspects of ideological concept,set up the ideas of talent introduction design planning,attaches great importance to the talent team construction quality and ability;Centering on the local social development and industrial planning,the author also puts forward effective measures from the aspects of policy formulation and implementation,such as accurate policy formulation,strengthening the investment of talent attraction policy to meet the talent demand,increasing the publicity of policy ways and channels of talent attraction,and strengthening the participation of multiple subjects in the implementation of talent attraction policy;At last,in order to perfect the introduction of high-level talents in Rongchang District,the author puts forward countermeasures and suggestions from the aspects of "soft" and "hard" environment,such as establishing high-level talents social non-profit
