Human resource is the primary resource to support the development of economy and society. Talent is an important factor in promoting local economic development. Especially high-level personnel, is the key to accelerate the transformation and upgrading of the region, is the key to maintain the competitive advantage. With the implementation of the national "thousand person plan" and "thousand person plan", the local governments have introduced policies and measures of the introduction of high-level talents. Actively implement the talent strategy, is to promote the development of science and education, the strategy of building a country with talent, the key to sustainable development of economic and social power, to build a high ground, improve regional competitiveness of the important factors.
