| With the increasing attention of the state to the economic development of western China,the economic strength of Chengdu has been continuously improved,which puts forward higher requirements for the construction of innovative talents.Although Chengdu has made great progress in introducing and cultivating innovative talents in recent years,compared with some developed cities,there are still many areas for improvement.Therefore,it is of great significance to explore the mechanism of introducing and cultivating innovative talents in Chengdu.This system comprehensively studied of qingbaijiang district in chengdu talent policy implementation present situation,based on the human capital theory,summarize combed the relevant literature,and the integrated use of interviews and questionnaire survey,in-depth understanding of the local talent policy execution status,and through the analysis of the collected information,has been clear about the local implementation of talent policy deficiency,The policy has not been vigorously publicized,the government’s benefit scope is small,and the implementation efficiency and precision need to be further improved.At the same time,aiming at the problems existing in the implementation of talent policy in Qingbaijiang District of Chengdu,this paper puts forward reasonable and feasible suggestions based on the actual situation of Qingbaijiang District and the successful experience of developed cities in China,including: Grasp the core content of the policy,establish a more scientific and perfect decision-making mechanism,determine a reasonable policy making method,so as to optimize and improve the current talent policy system;Give full play to the leading role of policy implementation,formulate reasonable and perfect policy implementation system,strengthen the supervision of policy implementation,so as to promote the effective implementation of established policies;In order to fully mobilize the enthusiasm of the implementation object,effective measures can be taken to reduce the cost of talent introduction and training,and formulate a more reasonable application process of talent policy;Vigorously publicize relevant policies,establish a reasonable talent introduction platform,and build a good and harmonious environment for the effective implementation of policies.The conclusion of this study is: If Qingbaijiang District of Chengdu wants to promote economic development,it must rely on the construction of innovative talent team,and make the positive role of talent to give full play to promote the overall development of local economy.However,the introduction of talents and the formulation of relevant policies are not accomplished overnight.It takes a certain period of time,and all links need to be well coordinated to realize the coordination and cooperation among all links.It is hoped that the high-level talent introduction measures proposed in this study can provide reference for Qingbaijiang District of Chengdu to implement the talent policy. |
