| In order to solve these problems and promote the equity of urban and rural education,the state implemented the "special post plan for school teachers in the stage of rural compulsory education" in 2006.After the launch of the plan,the number of special post teachers accounted for an increasing proportion in rural teachers,and special post teachers gradually became the backbone of rural teachers.Special post teachers have made important contributions to rural education,and education departments and schools have also affirmed the efforts of special post teachers.However,there are many problems in the management of special post teachers by education departments and schools.Taking 110 special post teachers recruited in Xingan County from 2016 to 2017 as the research object,this study visited the leaders in charge of the education and Sports Bureau and the principals of post schools,studied the management of special post teachers in Xingan County from the two dimensions of policy implementation and school management,summarized the management problems of special post teachers in Xingan County found in the process of investigation,discussed the causes of the problems and gave targeted suggestions.The results are as follows:In the management of special post teachers by the education department and post schools in Xingan County,the salary is not paid on time and does not enjoy the same subsidy treatment as regular teachers;The continuing education system is imperfect,with few opportunities and little effect;Lack of follow-up supervision and tracking during the implementation of the "special post plan" policy,and lack of communication among the government,schools and special post teachers;Lack of professional training and imperfect assessment mechanism;Lack of incentive system and improper work distribution.Through in-depth analysis,the author believes that the reasons for the above problems are the lack of supervision mechanism in the implementation of the "special post plan" policy in Xingan County,and the lack of channels for special post teachers to give feedback and suggestions;The division of responsibilities among departments is not clear and the communication is not smooth.It is difficult to detect the deviation in the implementation of the "special post plan" policy.In view of the above problems and causes,measures should be taken to improve the implementation mode of special post policy,broaden the supervision channels of policy implementation,scientifically arrange the work of special post teachers,innovate the incentive mode of special post teachers,strengthen the construction of teachers’ ethics,and formulate their own professional development plan. |
