A Study On The Dilemma Of Developing Rural Social Work In Economically Backward Areas Of Developed Provinces

Since social work was introduced into China from the west,research and exploration on professional social work have gradually taken shape in various parts of China.It has greatly helped our country's social governance in practical application.Some regions have formed unique social work practice models.Some regions have become national leaders in the development of social work,and social work has been widely accepted and applied in some developed regions.However,due to China's vast wealth,population distribution,social resources,urban and rural distribution and many other factors,social work in some areas is still undeveloped or weakly developed.Although the state has repeatedly urged and encouraged the development of social work in terms of documents and policies,and there are also specific private social work organizations and licensed professional social workers in various places,it is still difficult to fulfill the requirements of social work with good quality and quantity in actual social work.Especially in remote areas and economically backward rural areas,it is difficult for grass-roots governments to maintain the development of social work.The author made an investigation and analysis of the current difficulties in carrying out social work in rural areas from the grass-roots government,and found that the grass-roots government's understanding of social work is not comprehensive enough,and the social work affairs are still entrusted to the grass-roots cadres,who are difficult to carry out professional social work services due to various administrative work.Grass-roots governments generally do not pay attention to the importance of social work organization intervention.Even non-governmental social work organizations need to take the initiative to find grass-roots governments to purchase services.Some government departments that are willing to purchase services cannot develop social work due to lack of special funds and other reasons.Certified social workers are not professional social workers.Most of them are government or unit workers.They are only digital professional social workers and do not have the basic quality and practical ability of professional social workers.At the same time,due to the popularization of social work in rural areas and insufficient cognition,the development of social work has been affected to varying degrees by various subjects in the service chain.For example,in the eyes of villagers(people seeking help),the confidentiality and professionalism of social workers are not trusted,and they believe that receiving services is a lack of personal ability.From the perspective of social workers(organizations),the government pays close attention to performance-based work.As the results of social work services are difficult to measure with clear figures,compared with industries,social work institutions lack the funds to carry out work and maintain work.However,from the standpoint of the government(administrative unit),the intervention of social workers will affect the credibility and execution of government units,and when the established numerical targets are completed,the sudden pursuit of the development quality of social workers will add pressure to their own work.In view of the necessity and predicament of the current development of ruralsocial work,the author believes that the government should first carry out a systematic understanding of social work,actively consult the excellent areas for social work development,and introduce excellent social work institutions and professional social workers.Under the condition that the administrative personnel are not satisfied with their daily work,they should no longer focus on the grassroots cadres in the establishment,and require textual research to serve as certified social workers.Instead,they should be involved in professional social work institutions.Analysis of the current W County rural social work needs talents,to explore and cultivate the use of local social work talents,in the purchase of funds,but also to have a clear annual purchase task,the government can truly purchase to break the W County rural social work development dilemma.
